Justification and Approval for Energy Conservation Project at Naval Base Ventura

Background
The Department of the Navy (DON) is seeking to execute a Utility Energy Service Contract (UESC) task order for Naval Base Coronado (NBC), San Clemente Island (SCI) site, under the Basic Ordering Agreement (BOA) N62473-21-G-4403 with Southern California Gas Company (SoCalGas). The project aims to remove existing three-wind turbine generators located on San Clement Island, CA, and replace them with two new wind turbines at 1,000 Kilowatts each and provide one new Battery Energy Storage System. The contract is being pursued under the statutory authorities of 10 United States Code (U.S.C.) § 2304(c)(5) and 10 U.S.C. § 2913(d).

Work Details
SoCalGas will supply all labor, materials, transportation, supervision, testing, and closeout documentation necessary to provide design/build services for the implementation of Fiscal Year (FY) 2019 NBC SCI Energy Resilience and Conservation Investment Program (ERCIP) Project-1003. This includes removing the existing three-wind turbine generators located on SCI and replacing them with up to five new wind turbine generators with a nominal capacity of 2,500 Kilowatts (KW), as well as providing an energy storage system with a nominal capacity of 2,000 KW power output and storage capacity between 4,000 kilowatt-hour (KWH) and 8,000 KWH. The project aims to monitor, manage and control energy usage and produce renewable energy for use on a remote island facility.
