Description

The requirement is for an increase to the current supply and delivery of potable bulk water to U.S. Embassy Harare official residences as currently provided under contract #19Z11523D0002.

The Embassy is issuing a sole source modification under contract #19Z11523D0002 to Mayfort Milling t/a Orca Water to increase the scope of the requirements for bulk water supply as outlined herein.

Background
The U.S. Embassy in Harare, Zimbabwe, is facing severe water shortages due to aging city water infrastructure, contamination of water sources, and increasing demand from a significant rise in new households. This crisis has resulted in residences experiencing weeks or even months without tap water.

A market survey revealed that while many water delivery companies exist, most are not registered, provide contaminated water, and use unacceptable delivery vehicles. Orca Water is currently the only known source of usable, potable water that can meet the immediate needs of the Embassy during this unprecedented water crisis.

Work Details
The contract modification involves an increase in the supply and delivery of potable bulk water to U.S. Embassy Harare official residences under contract #19Z11523D0002. The modification will increase the estimated Not-to-Exceed quantities by 23,059,400 liters, resulting in a total estimated price increase of $323,608.01. The total contract ceiling will rise from $1,724,503.50 to $2,048,111.51.

This adjustment is necessary due to heightened demand for commercial water supply caused by El Nino-induced drought conditions which have led to increased consumption at the U.S. mission residences.

Period of Performance
The current contract with Orca Water is due for renewal on February 20, 2025, exercising option year two.

Place of Performance
