Description

The General Services Administration (GSA), on behalf of the Judiciary, is conducting market research to support the Administrative Office of the United States Courts (AOUSC) in establishing a new Blanket Purchase Agreement (BPA) for program and project management support. The primary aim of this initiative is to enhance the operational capabilities of the Administrative Systems Office (ASO) and the Department of Administrative Services (DAS). By leveraging this BPA, AOUSC seeks to streamline its administrative processes, ensuring efficient service delivery across its various portfolios and projects.

The proposed BPA will encompass a range of contract types, including Firm-Fixed Priced, Time & Material, Labor-Hour, and Hybrid BPA Calls. This flexibility allows for tailored solutions that meet specific project requirements. The ASO's mission is to provide comprehensive IT support throughout its lifecycle from planning and oversight to execution bridging operational needs with functional and technological solutions. This effort will be supported by both government personnel and contracted resources who bring expertise in strategic planning, executive support, project management, and implementation at local court or end-user levels.

Within DAS/ASO, two key divisions are instrumental in achieving these objectives: the Strategic Planning Division (SPD) and the Systems Execution Division (SED). The SPD focuses on understanding business requirements by engaging with customers and stakeholders to define a vision that aligns with judicial needs. Meanwhile, SED applies IT disciplines such as system development, operations maintenance, application support, infrastructure management, and project management to maintain critical judiciary systems. Together they manage over ten flagship systems while executing more than thirty active initiatives nationwide.

To facilitate these operations effectively, various roles have been delineated within this framework. Government Portfolio Managers oversee product portfolios from inception through decommissioning; they ensure alignment with strategic goals by managing relationships between customers and ASO. Strategic Division Support Staff offer planning assistance under division chiefs' guidance while Government Project Managers lead projects from start to finish ensuring timely completion within budget constraints. Additionally provided under this vehicle are Contract Project Managers handling smaller-scale projects alongside Contract Implementation Managers who focus on end-user implementations at local courts.
