THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. his RFI is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.

The National Transportation Safety Board (NTSB) Office of Administrative Law Judges (OALJ) is seeking information on how an interested party could provide software solutions to replace its existing case and docket management system (CMS) with a commercial off-the-shelf product.

Background
The National Transportation Safety Board (NTSB) Office of Administrative Law Judges (OALJ) is seeking information on how an interested party could provide software solutions to replace its existing case and docket management system (CMS) with a commercial off-the-shelf product. The NTSB is an independent federal agency charged by Congress with investigating every civil aviation accident in the United States and significant events in other modes of transportation—railroad, transit, highway, marine, pipeline, and commercial space. NTSB OALJ is the judicial office that adjudicates FAA cases. One of the four administrative law judges presides over the case at the trial level, and appeals from the judges’ decisions are reviewed by the presidentially appointed Board Members who oversee the agency.

Work Details
The proposed solution should be Software as a Service (SaaS) or solution hosted in an environment that meets the FedRamp authorization. The CMS solution shall have the capability to manage and track cases and provide reporting information on various data fields. The solution will need to work with standard applications such as Word, Outlook, Excel, and Acrobat. It must also have an accountable transaction log.
A portal allowing litigants to file new appeals electronically, and file documents in existing cases including large files without resorting to email, is required. The solution must be able to send emails from within the CMS to internal staff and to the external parties to the case. It should have a robust search feature that covers data fields in the CMS as well as the contents of documents saved in the CMS. The proposed applications shall support NTSB’s obligation to provide accessible technologies to its citizens with disabilities as required by Section 508 of the Rehabilitation Act of 1974, and its state law counterparts.
