Journal Submission and Web Hosting – Journal of Replication and Reproducibility

Background
The National Institutes of Health (NIH) is launching a new scholarly journal and publishing platform, the Journal of Replication and Reproducibility (JRR), aimed at addressing the gap in scientific publishing regarding replication research.

The JRR will sponsor replication studies and publish studies from external authors, providing a trusted platform for transparent and verifiable science. As a diamond open-access journal, it will have no author publication charges or subscriptions, ensuring free access to all content.

Work Details
The Contractor shall provide a fully integrated journal submission, manuscript review, and web publishing/hosting platform solution for the Journal of Replication and Reproducibility (JRR). This includes:

- web hosting
- submission and open peer review
- preprint and final publication
- single-source XML publishing
- code repositories
- containerized compute
- continuous publication
- related platform support services.

The estimated publication numbers are 20-40 articles in the first year. The services must be robust enough to serve users worldwide, including those with limited internet access.

Period of Performance
September 28, 2026 through September 27, 2027.

Place of Performance
Contractor-provided facilities or other Contractor-controlled locations within the continental United States.

Bidder Requirements
The contractor must furnish all supplies, equipment, hardware, software, licenses, internet access, and services necessary to perform the requirements of the Performance Work Statement (PWS). Knowledge of Section 508 requirements is required for compliance with accessibility standards.
