Description

The proposed requirement is to continue journal data migration of CBP's legacy email journaling to the Perspecta Enterprise Solutions A260 Azure Cloud.

The Data Center Consolidation Initiative (DCCI) is part of a Congressional Mandate to consolidate 17 legacy DHS data centers into two secure, geographically diverse locations to minimize infrastructure expenses while enhancing the disaster recovery posture of the Department. The benefits of the consolidation are to increase security, ease of information exchange, rapid system standup, common technology, enhanced continuity of operations, improved disaster recovery capabilities and financial efficiencies.

Only Perspecta Enterprise Solutions is acceptable because the services required are unique or highly specialized and are items peculiar to one manufacturer. This requirement supports specific OIT products/services proprietary to Perspecta Enterprise Solutions, which are currently installed and in use to support mission critical applications. The current migration is being performed by Perspecta Enterprise Solutions. Perspecta Enterprise Solutions has sole proprietary rights, and no other company is an authorized distributor or reseller of Perspecta Enterprise Solutions products/services.

In March 2021, EDMED received an Authority to Operate (ATO) the CBP Enterprise Information Lifecycle (CBP EIL) service to support CBP Email Journaling using the Archive2Azure, Archive 360, Inc. solution. This service facilitates a modern upgrade from the datacenter's Enterprise Vault (eVault) for EaaS to a more modern cloud environment using the Archive2Azure solution by Archive 360. Email journaling will be enabled from the CBP Microsoft Office 365 email accounts to the Microsoft Azure Government Cloud managed by Perspecta Enterprise Solutions on behalf of DHS. Access to CBP active directory is allowed by the Archive2Azure solution. Network connectivity is allowed between the CBP Azure Active Directory and the Perspecta Enterprise Solutions Azure Tenant Archive2Azure solutions active directory and databases. This service is managed and owned by Perspecta Enterprise Solutions. Therefore, Perspecta Enterprise Solutions is the only vendor that can provide these services, as they are the vendor that manages the Archive2Azure, Archive 360, Inc. solution for CBP.

Procuring the on-going migration of CBP's legacy e-mail journaling through an alternate vendor would require evaluation, testing, setup, configuration, migration, and networked solution with considerable delay, downtime and additional cost to the Government that could not be expected to be recovered through competition. The data migration process is estimated to take approximately one (1) year, the ATO approval process is estimated to take an additional one (1) year. Additionally, migrating the data to an alternative solution would cost CBP an estimated additional $5M.
