Joint Theater Level Simulation-Global Operations Support   3

Background
The Joint Staff, J7, Deputy Director Joint Training (DDJT) is seeking to acquire services in support of its Joint Theater Level Simulation-Global Operations (JTLS-GO) application.

JTLS-GO is an interactive, internet-enabled, multi-sided simulation designed to facilitate multi-level and multi-echelon training, analysis, and the development and evaluation of contingency plans, operations plans, and joint tactics.

The goal of this contract is to provide warfighters with joint simulations and tools that enhance and enable joint training across Services, Combatant Commands (CCMDs), Agencies, and Coalition partners.

Work Details
The contractor will conduct research development, operations, sustainment, and maintenance for the JTLS-GO software. Key tasks include:
1. Developing software enhancements based on design documentation approved by the government;
2. Providing programmatic support including developing Program Plans, Plans of Action and Milestones (POA&M), work breakdown structures, staffing plans, financial documentation;
3. Creating test plans and reports for system or software testing;
4. Supporting software setup, installation, updates, cybersecurity scans for demonstrations;
5. Providing comprehensive cybersecurity support in compliance with DoDI 8510.01;
6. Conducting operational enhancements and ongoing maintenance to ensure a secure and reliable version of JTLS-GO software;
7. Performing help desk operations during specified hours;
8. Ensuring compliance with security requirements for classified information;
9. Delivering all required products in electronic format subject to government review.

Period of Performance
The anticipated period of performance consists of a one-year base period followed by two one-year option periods.

Place of Performance
The contract will be performed at locations designated by the Joint Staff J-7.
