Joint Standoff Weapon (JSOW) FY21 Ordnance Assessment.   2

The Naval Air Systems Command (NAVAIR), Patuxent River, MD awarded a sole-source Delivery Order N0001921F0584 under Basic Ordering Agreement (BOA) N0001920G0007 to Raytheon Missiles & Defense, 1151 E. Hermans Road, Tucson, AZ 85756-9367 to conduct Unitary Hardware in the Loop (UHIL) simulations, Inertial Measurement Unit (IMU) testing, Global Positioning System (GPS) testing, and collect Seeker Noise Equivalent Edge Temperature (NEET) values on the Air to Ground (AGM)-154C Joint Standoff Weapons (JSOW) All Up Rounds (AUR) Blk II C configuration.

This acquisition was pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Raytheon Missiles & Defense is the sole designer, developer, manufacturer and integrator of the JSOW weapon system and its related equipment and as such is the only company that has the requisite knowledge, technical expertise, production tooling facilities and technical data necessary to meet this requirement.
