Joint Program Support Office Services

Background
The solicitation is for a contract to provide technical and analytical services in support of requirements generation, Research, Development, Testing and Evaluation (RDT&E), acquisition program management, strategic analysis and planning, Joint Operation Concept reviews, and technical analysis related to non-lethal weapons (NLW) intermediate force capabilities (IFC) for both counter-personnel & counter-materiel capability gaps and solutions, and human effects characterization. The contract is issued by the US Marine Corps for the Joint Intermediate Force Capability Office (JIFCO). The contract is a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 54-month period of performance, including a 6-month base period and 4 one-year options. The geographic area for this Task Order will be in various locations across the United States.

Work Details
The contractor shall provide various services including General Program Support, Combat Development, Science and Technology Strategy Development, Studies and Analysis, DoD Acquisition Program/Project Management, Travel Other Direct Costs (ODC), Other Direct Costs (ODC), and Contract Data Requirements List. Each service has specific deliverables outlined in the Performance Work Statement (PWS). The contractor is required to submit a proposal for labor rates and a narrative of estimating methodology information. The offeror's initial offer should contain the best terms from a price and technical standpoint.

Period of Performance
The period of performance for the contract is 54 months, including a 6-month base period and 4 one-year options.

Place of Performance
The contract will be performed in various locations across the United States including Fort Eustis, VA, Norfolk, VA, MCB Quantico, VA, Lackland AFB, TX, MacDill AFB, FL, Anacostia, Washington, D.C., and possible additional customer sites at Fort Benning, GA.
