Description

This is a sources sought synopsis in support of a market survey being conducted by the 316th Contracting Squadron, Joint Base Andrews, MD 20762 in accordance with Federal Acquisition Regulation Part 10, Market Research, to determine interest and capabilities of potential small business sources for information technology support services.

The proposed NAICS for this effort is 541512 (Size Standard $34M) Computer Systems Design Services. Comments on this NAICS and suggestions for an alternative NAICS code must include supporting rationale.

This synopsis is for informational and planning purposes only and does not constitute a solicitation, a synopsis of a solicitation, a commitment on the part of the Government to later publish a solicitation, or ultimately award a contract. The Government will not reimburse the costs of preparing or submitting a response to this synopsis.

Considering a contract with a base period with four option years providing a full range of technical and professional information technology (IT) support personnel to maintain the Joint Personnel Recovery Agency enterprise network in support of its mission. Please see attached Performance Work Statement.

Interested small business sources capable of providing this requirement must respond by e-mail to craig.mcclain.2@us.af.mil, referencing Joint Personnel Recovery Agency IT Support Services, no later than Monday, 04 November, 2024 at 1:00 PM EST.

Interested small business sources shall indicate whether they are capable of providing the subject requirement and furthermore indicate their size and status (i.e., small business, 8(a), HUBZone, WOSB, SDVOSB, etc.).

No other information is required at this time. Based upon the responses received, the Government will determine the set-aside method for the procurement. An award will not be made on offers received in response to this notice. This source sought synopsis is not a Request for Quote (RFQ); it is a market research tool being utilized to determine the availability of sources.

Background
The 316th Contracting Squadron at Joint Base Andrews, MD is conducting a market survey to determine the interest and capabilities of potential small business sources for information technology support services. The Joint Personnel Recovery Agency (JPRA), which is part of the Department of Defense (DoD) and responsible for personnel recovery matters, is seeking these services to maintain its enterprise network.

Work Details
The contractor will provide a full range of technical and professional IT support personnel to maintain the JPRA enterprise network. This includes:
- Administering secure and non-secure communications modes, ensuring availability and operation of voice, data, and video capabilities.
- Performing administrative functions including data collection, tracking actions, and disseminating operational status.
- Coordinating with installation communications personnel for provisioning site capabilities.
- Ensuring installation, operation, and maintenance of communications equipment according to approved Government policies.
- Conducting inventory control, equipment issue, work orders, troubleshooting, and maintenance for JPRA landlines, mobile services, and facsimile machines.
- Troubleshooting network problems and establishing applicable network policies to ensure conformance with JPRA objectives.
- Providing Tier 1 maintenance on all installed PBX hardware and software.
- Supporting classified and unclassified video telecommunications conference rooms.

Place of Performance
The contract will be performed at various locations including Fort Belvoir, Virginia; Fredericksburg, Virginia; Fort Liberty, North Carolina; Fairchild Air Force Base in Spokane, Washington; and Naval Air Station North Island in San Diego, California.
