Joint Personal Property Shipping Office-MA Schedule I Area 2 Outbound DC/MD

Background
The Joint Personal Property Shipping Office (JPPSO-MA) at Fort Belvoir, VA is seeking a contractor to provide Household Goods Packing and Crating services for personal property shipments in Schedule I, Area II Outbound Moves for the DC/MD region.

The goal of this contract is to ensure efficient and effective management of personal property shipments in accordance with established regulations and standards.

Work Details
The contractor shall perform the following tasks:
1. Conduct pre-move surveys to determine the nature of personal property offered for shipment, ensuring surveys are conducted at mutually agreed times.
2. Weigh all shipments accurately, providing weight tickets that reflect gross, tare, and net weights certified according to federal and state regulations.
3. Be available to receive orders between 0800 and 1700 hours, ensuring no pickups or deliveries occur outside these hours without prior approval.
4. Prepare, pack, load, and containerize personal property in a manner that minimizes cubic measurement and protects items from damage during transport.
5. Report all contractor manpower data as required by the Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs), including direct labor hours and payments made during the reporting period.

Place of Performance
Fort Belvoir, VA; services will be provided within the DC/MD region.

Bidder Requirements
Bidders must meet the following requirements:
- Small Business Set Aside - Total (SBA)
- Possess and maintain a SECRET facility clearance
- Have employees with SECRET security clearances
- Demonstrate verifiable experience in personal property management with at least 5 years of relevant experience
- Familiarity with Defense Department Personal Property Program
- Knowledge of Defense Transportation Regulation.
