Joint Navigation Warfare Center (JNWC) IV - Request for Proposal   2

Background
This Request for Proposal (RFP FA251822R0027) is issued by the U.S. Space Force (HQ SpOC) for Phase I of the Joint Navigation Warfare Center IV (JNWC IV) indefinite-delivery contract. The JNWC’s mission is to create navigational warfare (NAVWAR) knowledge, operationalize NAVWAR capabilities, and institutionalize NAVWAR across the Department of Defense.

Work Details
The contractor shall provide non-personal, performance-based services in accordance with the JNWC IV Basic Work Statement. Services will be ordered via individual task or delivery orders under IDIQ-defined labor categories, skill levels, and fully burdened labor rates.
CLINs include: fixed-price labor; fixed-price level-of-effort labor; fixed-price incentive labor (50/50 share, 120% ceiling); travel (cost no fee or FFP NTE; all travel approved by COR, no compensation within 50 miles); materials/equipment purchases (cost no fee or FFP NTE, unit cost ≤ Simplified Acquisition Threshold, unique DoD identification). Orders may include base and optional periods and a six-month extension.
For FPIF CLINs, the contractor must submit Attachment 9 monthly invoicing worksheets and invoice via WAWF after CO approval.

Period of Performance
Ordering period from 25 Sep 2023 to 24 Sep 2028, with a five-year option from 25 Sep 2028 to 24 Sep 2033. Individual orders may include base and optional periods plus a six-month extension, not exceeding 66 months total per order.

Place of Performance
Performance at U.S. or overseas government locations as specified on the DD Form 254. Administrative offices are located at Peterson AFB, Colorado; task locations will be identified per individual task orders.

Bidder Requirements
Offerors must hold or obtain personnel security clearances as specified in the DD Form 254; implement adequate security controls per NIST SP 800-171; comply with DFARS Safeguarding Covered Defense Information and Cyber Incident Reporting clause; maintain a compliant accounting system under DFARS cost accounting standards; be DPAS-rated under 15 CFR 790; register and submit invoices via WAWF; and, for third-country nationals performing overseas, provide the required insurance certificate per DoD Foreign Clearance Guide instructions.
