2) The purpose of this announcement is Joint Light Tactical Vehicle (JLTV) Family of Vehicles (FoV) Virtual Industry Day (15 November via Microsoft Teams)

The JLTV FoV Industry Day will be held on 15 November 2021 from 9am-11am eastern standard time. Based on the evolving challenges of COVID-19 the Government will host this Industry Day virtually using Microsoft Teams versus face-to-face. As a result, in order to gain access to the JLTV FoV Virtual Industry Day, interested sources shall submit a request, electronically via email to usarmy.detroit.acc.mbx.dta-jltv-vehicle-market-survey@mail.mil prior to by 5pm (Local Warren, MI time) on 10 November, 2021. This request must state the companies name and list of attendees with the Microsoft Teams accounts to send the link to.

The Industry Day event will be conducted in accordance with FAR Part 10 in support of the JLTV FoV competitive action. During the 15 November Industry Day event, the Government intends to conduct a formal presentation. Formal presentations from interested contractor(s) will not be allowed. JLTV Industry Day presentations are for informational purposes only and are subject to change prior to release of the final Request For Proposal.

During the Industry Day event contractor(s) will be allowed to submit questions using the Microsoft Teams chat feature. After the conclusion of the initial briefing there will be a break for the Government team to review the questions submitted. The Government intends to responds to as many questions as possible during the event. Any questions not answered during the event will be answered utilizing Beta.SAM. Contractors are also encouraged to continue submitting questions after the conclusion of the event.

The government intends to conduct a MS TEAMS Industry session to walk through the updates on L&M the week of 4-8 Oct, more info will soon follow on beta.sam.

The government intends to release DRAFT #3 of the RFP at the end of October, followed by an industry day and Prime One-on-One Sessions. The government also intends to conduct a static display of the JLTV A2 in conjunction with Industry Day, more details will be available on beta.sam in the coming weeks.

1.) Prime Contractor Hosted Demo Day -

The purpose of this announcement is for interested Prime Contractors to host an optional Demo Day event at their own facility for JPO JLTV to attend. Each Contractor will get up to 4 hours on their assigned 1-day to demonstrate vehicle architecture and technology enhancements (per requirements of JLTV Purchase Description (Attachment 0101) Annex W and Annex X) to inform the Government's development of the JLTV Follow-on RFP. Demonstrations can include current production, emergent, and developmental technologies relevant to the automotive industry and Tactical Wheeled Fleet. JPO JLTV will attend to observe, and will not provide any feedback. This opportunity is optional and will not be part of the formal JLTV FOC RFP. The Government intends to limit the number of events to one Demo Day event per Prime Contractor.

The Government requires Interested Prime Contractors to respond with the request to conduct a Demo Day prior to 4:00pm local Warren, MI time on 15 July 2021. All requests must be submitted to usarmy.detroit.acc.mbx.dta-jltv-vehicle-market-survey@mail.mil and include the following information:

1) The Joint Program Office (JPO) for Joint Light Tactical Vehicle is conducting this Market Survey to better understand the capabilities of existing products and to receive feedback from industry about the technologies selected and the associated draft requirements. The selected technologies are Anti-Idle/Fuel Savings, Corrosion Protection, Driver Assist Technologies and Next Generation Vehicle Architecture. The information gathered by the Army through this Market Survey, along with other market investigation data, is solely intended for use by the U.S. Government and will not be shared with any company. Contractor feedback is critical to ensure that the contractual and performance requirements developed by the Government are feasible.

30 April 2021 DRAFT RFP Notification of Potential Changes: The purpose of this section is to notify Industry of specific changes the Government is considering at this time. Future changes are not limited to the changes identified below. However, in an effort to not delay this DRAFT RFP release and to promote a fair, transparent, and unbiased exchange of information between the Government and potential prime offerors, the Government is providing this notification to industry regarding the specific changes the Government is considering at this time:

1. Evaluation Criteria: The Government will continue to review the relationship between Primary Technical 1.2 Technology Enhancement Risk and VATEP 2.2 Technology Evolution Process. At this time, the Government is considering evaluation criteria that would result in a lower adjustment with VATEP 2.2 if the Offeror received a high risk rating within Primary Technical 1.2.
   
2. F.O.B. Origin versus F.O.B. Destination: The Government has previously communicated via the questions and answer process that the intent is to utilize F.O.B Origin for hardware deliverables. At this time, the Government is considering changing this to F.O.B Destination.
   
3. Technical Data Package and Computer Software Package Delivery Order: The DRAFT RFP currently allows industry to propose a separate price for the Government to procure the technical data and computer software in support of Technology Enhancement and Architecture Engineering Change Proposals. At this time, the Government is considering revision to this scope that would result in the Offerors including the cost associated within the base vehicle price versus being separately priced. The Government is also considering the development of individual CDRLs for each proposed Technology Enhancement and Architecture Engineering Change Proposals.

7 December 2020 Summary of Updates:

The purpose of this announcement is Joint Light Tactical Vehicle (JLTV) Family of Vehicles (FoV) DRAFT L & M Virtual Industry Day (17 December via Microsoft Teams)

The JLTV FoV DRAFT L & M Industry Day will be held on 17 December 2020 from 9am-11am. Based on the evolving challenges of COVID-19 the Government will host this Industry Day virtually using Microsoft Teams versus face-to-face. As a result, in order to gain access to the JLTV FoV Virtual Industry Day, interested sources shall submit a request, electronically via email to usarmy.detroit.acc.mbx.dta-jltv-vehicle-market-survey@mail.mil prior to by 5pm (Local Warren, MI time) on 11 December, 2020. This request must state the companies name and list of attendees with the Microsoft Teams accounts to send the link to.

The Industry Day event will be conducted in accordance with FAR Part 10 in support of the JLTV FoV competitive action. During the 17 December Industry Day event, the Government intends to conduct a formal presentation. Formal presentations from interested contractor(s) will not be allowed. JLTV Industry Day presentations are for informational purposes only and are subject to change prior to release of the final Request For Proposal.

During the Industry Day event contractor(s) will be allowed to submit questions using the Microsoft Teams chat feature. After the conclusion of the initial briefing there will be a break for the Government team to review the questions submitted. The Government intends to responds to as many questions as possible during the event. Any questions not answered during the event will be answered utilizing Beta.SAM. Contractors are also encouraged to continue submitting questions after the conclusion of the event.

Questions following the industry day event shall be submitted via email to: usarmy.detroit.acc.mbx.dta-jltv-vehicle-market-survey@mail.mil, with the subject line: JLTV Industry Day Event Questions (insert potential prime offeror name). Questions/comments submitted via email must remain at the UNCLASSIFIED level. The Government will post answers to all questions received via the Beta.SAM website.

The Government intends to make the presentation available to Industry via Beta.SAM website immediately following the event. Instructions for obtaining access to the JLTV DRAFT L & M Industry Day presentation will be posted to beta.SAM.gov

21 September 2020 Summary of Updates:

The purpose of this announcement is to conduct requested one on one sessions between Gov't and Industry to answer questions regarding the JLTV FoV Technical Data Package and Computer Software Package.

Meetings will be conducted via conference call or Microsoft Teams. The Government intends to limit the number of meetings to one per Contractor.

The Government requires Contractors to respond with the request to conduct a One-on-One prior to 4:00pm local Warren, MI time on 23 September 2020. All requests must be submitted to usarmy.detroit.acc.mbx.dta-jltv-vehicle-market-survey@mail.mil and include the following information:

1. Available times and dates

2. Names titles of Contractor participants
