Joint Interoperability of Tactical Command and Control Systems (JINTACCS)

Background
The purpose of this Sources Sought Notice is to obtain an understanding of the number of small businesses that have a capability in performing the tasks delineated in the attached DRAFT Performance Work Statement (PWS), for industry to make comments and observations on the attached PWS, and for industry to provide capability statements directly related to the DRAFT PWS. The Government shall review all responses submitted for this Sources Sought Notice ID and post a formal Request for Proposal (RFP)/Request for Quotation (RFQ) on a Government Point of Entry, if and when the Government still requires these services.

Work Details
The tasks to be completed under the contract include implementing National Institute of Standards and Technology (NIST) Special Publication 800-171, Protecting Controlled Unclassified Information in Nonfederal Systems and Organizations, complying with DoD 5220.22-M, National Industrial Security Program Operating Manual and SECNAV M‐5510.30, JUN 2006, DoN Personnel Security Program, providing a System Security Plan (SSP), complying with federal law (5 U.S.C. §6103) regarding public holidays, complying with inclement weather policies, following installation access requirements at host installations, providing Defense Biometric Identification (DBID) Card revisions, providing a Help Desk Support Plan, delivering Contractor’s Progress, Status and Management Report monthly, documenting and tracking funds associated with the contract, mobilizing/phase-in and phase-out periods, identifying Contractor personnel authorized to act for the Contractor, planning/hosting/attending/coordinating/supporting/conducting meetings and conferences to convey program status, providing Post-Test Analysis Summary, delivering Problem Reports within 20 working days following the completion of a test, providing Joint Analysis Review Panel Meeting Minutes within 5 working days following the completion of the meeting.

Place of Performance
Performance of work associated with this project will be performed primarily at MCTSSA, Camp Pendleton.
