This is a combined synopsis/solicitation for commercial services prepared in accordance with (IAW) Federal Acquisition Regulation Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number HTC71126RE142 is issued as a Request for Proposal (RFP) for the Joint Global Sealift Charter (JGSC) requirement. USTRANSCOM has a requirement for a multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) strategic sealift contract, limited to Voluntary Intermodal Sealift Agreement (VISA) participants who own or control Roll-On-Roll-Off (RORO), multipurpose, or vehicle carrier vessel(s) that have transported Department of War (DoW) cargo within the past two years from the date of solicitation issuance, to coordinate the global movement of large-volume combat forces' rolling stock and associated materials.

This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference and by full text. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The period of performance for the proposed solicitation will consist of a five-year base period from 1 September 2026 through 31 August 2031, a five-year option period, and one six-month extension of service. The applicable Product Service Code (PSC) is V115 and the North American Industrial Classification System (NAICS) code is 483111 with a size standard of 1050. All responsible sources may submit a proposal IAW the RFP, which will be considered by the Agency. The contracting office is the United States Transportation Command Acquisition Directorate and all comments should be addressed in writing, via email, to the points of contact (POCs) listed in the RFP.

The information required by FAR 12.202 (b)(ii) through (vii) including the list of line items, quantities, and units of measure; description of requirements; delivery dates and locations; applicable solicitation provisions and contract clauses; and the date, time, place, and POCs for receipt of offers is set forth in the attached RFP HTC71126RE142 and its attachments. Offerors are responsible for reviewing the entire solicitation package posted to SAM.gov for full requirements, instructions, evaluation criteria, and submission deadlines.
