Joint Electromagnetic Battle Management (EMBM-J) Situational Awareness (SA)   3

Background
The Defense Information Systems Agency (DISA) Program Executive Office (PEO) Spectrum is seeking to enhance the Electromagnetic Battle Management Joint (EMBM-J) Situational Awareness (SA) capabilities. This initiative aims to improve visualization, analysis, and assessment of Electromagnetic Spectrum (EMS) activities within an Area of Responsibility, supporting Joint Electromagnetic Spectrum Operations for the Joint Force Commander.

The goal is to continue the development, deployment, operations, maintenance, testing, training, and enhancements of the current EMBM-J SA software/system architecture using agile methodologies.

Work Details
The contractor will be responsible for: continuous integration and continuous delivery (CI/CD) of EMBM-J SA releases within commercial cloud environments; system administration; maintaining security posture and Authority to Operate; user interface development; automation of data ingestion; and enabling interoperability with service EMBM systems and the EMBM-J Decision Support capability.

Performance standards include objectives such as accurate capability area completion tracking, quality control metrics for user stories ready for development, velocity improvement over time, maximizing user acceptance rates for developed features, reducing defects in production deployments, and ensuring cybersecurity compliance with various standards. The contractor must also provide timely verification and validation support within specified timeframes after production issues are reported.

Period of Performance
The anticipated period of performance is from February 14, 2025 to February 13, 2030.

Place of Performance
The primary places of performance will include the contractor facility as well as DISA PEO Spectrum JSC site located at 2004 Turbot Landing, Annapolis, MD 21402-5064 and DISA HQ at 6910 Cooper Avenue, Fort George G. Meade, MD 20755-7901.
