The Defense Information Systems Agency (DISA), Emerging Technology (EM) Directorate through the DISA Procurement Services Directorate (PSD) is seeking an Other Transaction (OT) Agreement to fulfill the prototyping need for Joint Electromagnetic Battle Management (EMBM-J) planning and management capabilities, enhanced Electromagnetic Spectrum (EMS) Decision Support (DS), and improved interoperability with related service, joint and intelligence tools, and systems.

The Government requires an Electromagnetic Battle Management Decision Support (EMBM-DS) capability as part of its overall EMBM-J program. This release focuses on the EMBM-J-DS capability (abbreviated as EMBM-DS).

AMENDMENT FIVE: The purpose of Amendment Five (0005) is for the following purpose:

  1. Extend the due date for RFIP responses to Monday, March 20, 2023 @ 7:00 am Central Standard Time.
  2. All other terms and conditions of the RFIP remain the same.

Background
The Defense Information Systems Agency (DISA), Emerging Technology (EM) Directorate through the DISA Procurement Services Directorate (PSD) seeks to establish an Other Transaction Agreement to prototype capabilities for Joint Electromagnetic Battle Management – Decision Support (EMBM-DS) as part of its broader EMBM-J program. The initiative aims to enhance planning and management of electromagnetic spectrum (EMS) operations, deliver advanced decision support tools, and improve interoperability with service, joint, and intelligence systems.

Work Details
Prototype an Electromagnetic Battle Management Decision Support (EMBM-DS) capability including:
- generation of Courses of Action (COAs) that enable commanders to assess likelihood of success and conduct risk-vs-reward analyses
- machine-to-machine interfaces to share COAs
- alignment with Joint Planning Processes per JP 3-85 JEMSO JPP
- integration with JSIRO and EMBM-J-SA via provided APIs (read-only access)
- ingestion of current and future plans in vendor-proposed formats
- connection to data sources identified in the MVCR2 Requirements spreadsheet
- support for cloud infrastructure as proposed by the vendor
- deployable interfaces for interoperability with related service, joint, and intelligence tools
The prototype must demonstrate deployment on Department of Defense classified networks and deliver end-to-end decision support for EMS operations.

Period of Performance
Prototype expected to be fielded on SIPRNET within 12 to 15 months of award,
with migration to JWICS within three months following SIPRNET fielding.

Place of Performance
Department of Defense classified network environments (SIPRNET and JWICS) under DISA management, with development on vendor premises and integration into JSIRO and EMBM-J-SA environments.

Bidder Requirements
Offerors must identify and provide technical subject matter experts capable of engaging in technical presentations and Q&A; assume read-only access to the EMBM-J-SA common data layer; propose and fund cloud infrastructure and data integration.
Offerors must connect to JSIRO; propose data sources per MVCR2 Requirements; comply with RFIP instructions including NDA requirements for proprietary information; and operate on classified networks (SIPRNET, JWICS).
