Description

This effort is to provide development, maintenance, and engineering services for the JCO application and related initiatives for JCC2. The Period of Performance (PoP) is one (1) year base, plus four (4) one-year options. The purpose of the JCO effort is to provide Joint Cyber Command and Control (JCC2) Scaled Agile Framework (SAFe) Agile software development and maintenance/sustainment support deployment of capabilities through application releases, containerization, integration, and data engineering work. JCO shall fulfill this purpose by leveraging Continuous Integration/Continuous Deployment (CI/CD) workflows, while providing responsive engineering and technical support to JCC2 and external organization's systems.

Background
The Joint Cyber Command and Control (JCO) initiative is aimed at providing development, maintenance, and engineering services for the JCO application and related initiatives under the Joint Cyber Command and Control (JCC2). The goal of this contract is to enhance capabilities through Agile software development, maintenance, and deployment of capabilities via application releases, containerization, integration, and data engineering work.

The JCO effort will leverage Continuous Integration/Continuous Deployment (CI/CD) workflows to provide responsive engineering and technical support to JCC2 and external organizations' systems.

Work Details
The contractor shall perform the following tasks:
- Develop, test, and sustain the JCO application within designated environments adhering to industry best practices.
- Manage enterprise-level application software releases.
- Support requirement analysis and security impact assessments.
- Propose efficient software technologies for lifecycle management.
- Maintain the application in accordance with security directives.
- Provide design services for user interface/user experience.
- Develop software using a DevOps process based on SAFe Agile methodology.
- Support transition between cloud brokers.
- Generate Software Bill of Materials (SBOM).
- Develop new capabilities in response to requirements.
- Support technical exchange meetings for data integration efforts.
- Evaluate AI/ML algorithms for operational workflows.
- Maintain documentation including training materials and technical reports.
- Assist with Risk Management Framework processes.
- Track application metrics such as user engagement and click-through rates.
- Ensure compliance with cybersecurity directives including vulnerability scans.

Period of Performance
One year base period with four one-year options.
