Background
The solicitation is for the construction of the Joint Cryptologic Center (JCC) at Buckley SFB, Colorado. The project will be executed using a Design-Bid-Build (DBB) project delivery method, and the estimated magnitude of construction cost is between $25,000,000 and $100,000,000. The project includes construction of a 30,000 square foot multi-story facility for operational training and administrative support to the National Security Agency Colorado (NSAC) and Service Cryptologic Elements. The facility will include shared training and conference space, flexible administrative areas, storage, and support spaces. The primary facility will be a two-story masonry structure constructed with a concrete slab-on-ground floor, load-bearing concrete masonry unit walls, and metal roof deck supported by steel joists. The project also includes physical security mitigation in accordance with DoD Minimum Anti-Terrorism Standards for Buildings.

Work Details
The scope of work includes construction of the JCC facility, sitework, utilities, pavements, additional building space, additional parking spaces, removal and disposal of asbestos-containing material and/or soils, procurement and installation of FF&E, system installation including communication racks, intrusion detection system (IDS), closed-circuit television (CCTV) system and access control system (ACS), as well as removal and disposal of buried concrete foundations and/or concrete debris.

Period of Performance
The contract duration is 640 calendar days for award basic and option items. No contract duration extension will be provided upon award of any combination of option items.

Place of Performance
The construction projects will be performed at Buckley SFB in Aurora, Colorado.
