This is a Request For Quote (RFQ) for support target procurement, preparation, storage, piloting, and management for ongoing and future JCO/RCCTO events. PoP 01 January 2025 to 31 December 2025. Location: Yuma Proving Ground (YPG) or other CONUS-based test range (TBD) to conduct RCMA operations.

The contract type will be Firm Fixed Price (FFP) and award will be based on the lowest price technically acceptable quote. In order to be considered technically acceptable, submitted quotes must demonstrate they meet ALL of the bullet points in the requirements document. Please ensure your quote addresses ALL requirements to be considered for award. Please see attached requirements document for details. Failure to adequately demonstrate intent and ability to meet ALL requirements or strictly comply may result in Quotations being considered non-responsive, at the Contracting Officer's sole discretion.

Prices which the Government views as unrealistically low, without additional explanation, may be interpreted as evidencing a lack of understanding of the requirement and a technically unacceptable approach. Prices will be evaluated for Fair and Reasonableness.

Background
The Joint Counter-small Unmanned Aircraft Systems (C-sUAS) Office (JCO) is issuing this Request For Quote (RFQ) for support in target procurement, preparation, storage, piloting, and management for ongoing and future JCO/RCCTO events. The contract aims to ensure effective operations at test ranges such as Yuma Proving Ground (YPG) or other CONUS-based locations during the period of performance from January 1, 2025, to December 31, 2025.

Work Details
The contractor will provide the following services and materials:
- **Labor**: 1 Lot (Firm Fixed Price)
- **Travel**: 1 Lot (Firm Fixed Price)
- **Material**: 1 Lot (Firm Fixed Price)
- **Storage**: 1 Lot (Firm Fixed Price)
- **OPTION Event Two Labor**: 1 Lot (Firm Fixed Price)

The contractor must detail cost estimates for materials and services including individual categories such as Material, Labor, Climate Controlled Storage, and Travel. Specific requirements include:

- Target procurement and preparation for a five-week demonstration from March 24 to April 26, 2025.
- Storage of targets as needed throughout the contract period if not all targets are consumed during Event One.
- Deployment of a Red Cell of UAS remote control model aircraft pilots to conduct operations at designated test ranges.
- Pilots must be available on-site from 0600 to 1800 daily with potential for up to 12 hours of work per day.
- The service provider must have experience in developing mission profiles based on open-source analysis and demonstrate a history of supporting government contracts related to UAS threats.
