Description

This is a Sources Sought notice for market research purposes only, not a request for proposal (RFP) or quotation. The U.S. Air Force at Joint Base Andrews (JBA) and Joint Base-Anacostia-Bolling (JBAB) is seeking to identify qualified and experienced 8(a) certified small businesses located within the mid-Atlantic region capable of performing work under a Simplified Acquisition of Base Engineering Requirements (SABER) contract. The mid-Atlantic region consists of the following states: Delaware, District of Columbia, Maryland, Pennsylvania, Virginia, and West Virginia. The North American Industry Classification System (NAICS) for this acquisition is 236220, with a size standard of $45,000,000. The Government does not intend to award a contract on the basis of this sources sought or to otherwise pay for the information solicited.

Background
The U.S. Air Force at Joint Base Andrews (JBA) and Joint Base-Anacostia-Bolling (JBAB) is conducting a Sources Sought notice for market research purposes to identify qualified and experienced 8(a) certified small businesses located within the mid-Atlantic region.

The goal of this contract is to establish a Simplified Acquisition of Base Engineering Requirements (SABER) contract that provides a streamlined process for executing a broad range of non-complex maintenance, repair, and minor construction projects. The mid-Atlantic region includes Delaware, District of Columbia, Maryland, Pennsylvania, Virginia, and West Virginia.

Work Details
The scope of work under the SABER contract includes:
- Interior and exterior facility renovations and alterations
- Heating, Ventilation, and Air Conditioning (HVAC) system repairs and upgrades
- Electrical system repairs and installations
- Plumbing and pipefitting
- Concrete and pavement work
- Site work, including excavation and demolition
- Mold and asbestos abatement.

This contract will utilize a Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) structure with individual task orders estimated to range from approximately $2,000 to $1,500,000.

Place of Performance
The construction projects will be performed at Joint Base Andrews (JBA) and Joint Base-Anacostia-Bolling (JBAB), located in the mid-Atlantic region.
