Joint Artificial Intelligence Center Test and Evaluation Blanket Purchase Agreement Request for Proposal

The purpose of this solicitation is to form multiple Blanket Purchase Agreements (BPAs) with Offerors who can provide Test and Evaluation (T&E) services available to the Joint Artificial Intelligence Center (JAIC), Department of Defense, and the entire U.S. Government as described in the Performance Work Statement (PWS.) This BPA will be open for ordering to the U.S. Government in support of AI T&E.

Background
The Joint Artificial Intelligence Center (JAIC) under the Department of Defense is issuing a solicitation to establish multiple Blanket Purchase Agreements (BPAs) for Test and Evaluation services to support AI initiatives across the U.S. Government.

Work Details
The contract involves providing Test and Evaluation (T&E) services for AI projects. The BPAs will allow decentralized ordering by the U.S. Government, with individual call orders potentially set aside for small businesses.

Call orders can be firm-fixed price, time and materials, or a hybrid of both, with a maximum threshold of $15 million unless otherwise approved. Contractors will be required to comply with inspection and acceptance procedures at the destination, and performance will be assessed using the DoD Contractors Performance Assessment Reporting System (CPARS).

On-ramp and off-ramp procedures are in place to manage contractor participation based on performance.

Period of Performance
The BPA will be active for five years for ordering, with annual reviews and potential renewal during the final year. Specific call orders have a completion date of July 2, 2026.

Place of Performance
Performance will occur at designated destinations as specified in individual call orders.
