Background
The Department of State is seeking to acquire transportation services for a Senior High Level US Government VIP visit during the NATO 2025 Summit in The Hague. The estimated cost for these services is approximately Euro 4,000,000 or US equivalent $4,400,000. Due to security concerns and the nature of the VIP travel, there is an urgent need for these services which prohibits sufficient advanced notification for full and open competition.

Work Details
The contractor will provide passenger and cargo transportation services, including vehicles with drivers. The nature of the action being approved involves a Senior High Level USG Principal traveling with a delegation that includes support elements in security, communications, logistics, and operations.

The urgency of the requirement necessitates that arrangements for transportation are often not confirmed until just before the actual visit, with last-minute changes to itineraries being common. The contractor must be able to provide all required types of vehicles at short notice and has demonstrated unique qualifications that meet the Department of State's security and logistical requirements.
