JOFOC for LES 10 Months Leadership & Management Program

Background
The U.S. Department of State, specifically the Foreign Service Institute's Regional Service Center for East Asian and Pacific Affairs (RSC-EAP), is seeking to award a purchase order to Blue Door Creative Development Limited for the LE Staff 10-Month Leadership and Management Program. This program aims to enhance leadership and management skills among Local Employment (LE) staff.

Work Details
The contractor will conduct a two-month initial planning and program mapping engagement for the LE Staff 10-Month Leadership & Management Program. The tasks include:

- Collaborating with RSC-EAP team members through client sessions and internal brainstorming;
- Defining the program's overall ten-month flow;
- Establishing program objectives;
- Outlining recruitment criteria and process;
- Developing an interactive case study element;
- Creating a project element;
- Designing a mentorship program element;
- Mapping participant commitments;
- Setting objectives for the LE Staff research phase;
- Delivering a consolidated planning output document to guide subsequent research, content development, and delivery phases.

Period of Performance
The contract will be performed over a two-month initial planning phase followed by the implementation of the ten-month leadership program.

Place of Performance
U.S. Mission to the United Nations & Overseas Post, Bangkok, Thailand.

Bidder Requirements
Blue Door Creative Development Limited is uniquely qualified due to its prior experience as the sole vendor for similar programs, including the EAP Future Leaders Program and EAP Mid-Level Manager Mentorship Program. No other contractor has this combination of experience in designing and delivering these programs or familiarity with the RP248/RP259/RP401 curriculum required for this initiative.
