JOFOC For EX Regional Team Discovery for Impact Labs

Background
The U.S. Department of State's Foreign Service Institute is seeking to award a purchase order to Bluedoor Creative Development Ltd. for the Ex Regional Team Discovery for Impact Labs. This initiative aims to inform the design of subsequent Impact Lab workshops for the East Asia and Pacific (EAP) region's three support teams: MRSS, PCD, and RSC-EAP.

Work Details
The contract requires a Discovery phase that includes:

- Conducting twenty-three (23) stakeholder interviews with Section Heads, MRSS/PCD/RSC-EAP staff, and USDH staff in the Pacific Island Countries (PICs).
- Developing three (3) discussion guides.
- Performing analysis.
- Producing a single output document summarizing the Discovery phase.
- Conducting a debrief call.

This work is intended to build on previous engagements facilitated by Blue Door, ensuring continuity and leveraging their unique qualifications.

Period of Performance
The contract will be performed in alignment with the arrival of new leadership in September 2026 and will continue through the completion of the Discovery phase without a specified end date.

Place of Performance
The work will be conducted primarily at the U.S. Mission to the United Nations in Bangkok, Thailand, as well as remotely with stakeholders in the Pacific Island Countries.

Bidder Requirements
Bluedoor Creative Development Ltd. has unique qualifications due to their direct institutional history with the EAP/EX teams. They have previously designed and facilitated workshops for these teams, which provides them with proprietary knowledge essential for conducting effective stakeholder interviews. The proposed research lead possesses relevant academic backgrounds and experience necessary for this project.
