Background
The Washington Headquarters Services (WHS) is responsible for maintaining Department of Defense (DoD) facilities in the National Capital Region (NCR). This Job Order Contract (JOC) aims to expedite Sustainment, Restoration, and Modernization (SRM) projects, ensuring mission success, regulatory compliance, and a safe working environment.

The contract utilizes an Indefinite-Delivery/Indefinite-Quantity (IDIQ) structure to facilitate various construction tasks.

Work Details
The JOC encompasses a wide range of construction projects including: tenant renovations (ICD/ICS 705 compliant secure spaces), building renovations, SRM of facilities and infrastructure, roofing and weather protection, building automation systems, life safety and fire protection systems, emergency response and disaster recovery, utility work, paving and concrete repairs, HAZMAT abatement, and other related construction activities.

The Contractor must provide all management, supervision, quality control, labor, materials, tools, equipment, transportation, incidental engineering services necessary for the execution of the work. A management office must be maintained at the Pentagon for the duration of the contract with a full-time Project Manager on site. The Contractor is expected to perform according to the requirements of each awarded Task Order which will be executed through discussions with the Contracting Officer Representative (COR). Each Task Order will become a Firm-Fixed-Price Contract managed accordingly. Work must comply with specified methods and quality standards.

Period of Performance
The contract includes one twelve-month base period with four twelve-month options.

Place of Performance
The principal locations for service provision include the Pentagon in Arlington County, Virginia; the Mark Center Campus in Alexandria, Virginia; Raven Rock Mountain Complex Site R in Adams County, Pennsylvania; and Site C in Washington County, Maryland.
