JLTV DVES and Training

Background
The purpose of this solicitation W91CRB-26-R-5019 is to fulfill a Foreign Military Sales (FMS) requirement in accordance with FMS Case LH-B-UDG AE26025, for the Country of Lithuania. This solicitation is competed for commercial equivalent JLTV DVEs and Training.

Work Details
The contractor shall deliver seventy-five (75) JLTV DVE AN/VAS-5B(V)2 B-KIT, with ten (10) units designated as spares. The DVEs must satisfy the following requirements: DVE system must be installed into JLTV M1278A1 vehicles procured from US Government (all necessary permissions to install equipment must be received from US Government). DVE must be CARC 383 Green color outside.

Each kit includes the following components:
- DVE AN/VAS-5B DCM (LCD Display Controller): 1
- DVE AN/VAS-5B TWV Thermal Sensor Module: 1
- DVE AN/VAS-5B(V)2 EPTM (Pan Tilt Unit): 1
- DVE AN/VAS-5B(V)2 CM (Joystick Controller): 1
- DVE AN/VAS-5B TWV DCM Articulating Bracket: 1
- DVE AN/VAS-5B(V)2 Sensor Module Cable: 1.

Additionally, the contractor shall provide one iteration of OCONUS training for 2 personnel to be conducted for a 2-week period, covering operation, preventative maintenance, warranty, and basic service.

Period of Performance
The delivery date for the JLTV DVEs is set for December 17, 2026.

Place of Performance
Products will be delivered to DSV Air & Sea Inc., Defense Warehouse, Carteret, NJ and marked for the Lithuanian Armed Forces at LOG SUP CO Depot Storage Service, Juozapavicius Ave 11, Kaunas, Republic of Lithuania.

Bidder Requirements
Contractors must be registered and active in the System for Award Management database. All contractor employees requiring access to installations must complete AT Level 1 Awareness Training within 30 calendar days after contract start date. The contractor shall submit certificates of completion for each affected employee within 60 calendar days after completion of training.
