Background
The Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, Capital Equipment Division is the contracting activity responsible for this justification. The purpose of this action is to procure a Magnetic Resonance Imaging (MRI) upgrade for the existing GE Optima MR450 1.5T MRI at Robert E Bush Naval Hospital in Twentynine Palms, CA. This justification allows for an order to be placed against GE Precision Healthcare’s contract without following the fair opportunity process, as GE Precision Healthcare is the Original Equipment Manufacturer (OEM) and the only vendor capable of performing this upgrade due to proprietary components.

Work Details
The requirement includes an upgrade for the GE Optima MR450 1.5T MRI system, which consists of hardware and software components such as new coils, turnkey installation, and training.

This mid-life upgrade is essential to extend the life expectancy of the existing MRI system and ensure compliance with current Risk Management Framework (RMF) requirements. The upgrade will retain the existing MRI magnet while enhancing software and hardware to align with current technology standards. The improvements will result in better image quality, faster processing speeds, and enhanced usability through a better Graphic User Interface (GUI).

Period of Performance
The resultant delivery order will be issued under contract SPE2D1-17-D-0015, which is valid through February 17, 2027.
