Description

The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, veteran owned small business (VOSB), service-disabled veteran owned small business (SDVOSB), or large business) relative to NAICS 561730 with size standards of $9.5 million. Note that if VA's pending market research establishes that two or more SDVOSB or VOSB, who are certified on SBA's VetCert, Veteran Small Business Certification (sba.gov), can perform the project at a fair and reasonable price, VA will set aside the underlying solicitation per 38 U.S.C. 8127.

Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought Synopsis, a solicitation announcement may be published on SAM.gov and/or GSA eBuy. Responses to this Sources Sought Synopsis are not considered adequate responses to the solicitation announcement.

This is NOT a solicitation announcement. This is a sources-sought/RFI only. The purpose of this sources-sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 561730 (size standard of $9.5 Million). Responses to this sources-sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources-sought, a solicitation announcement may be published. Responses to this sources-sought synopsis are not considered adequate responses for a solicitation announcement.

Responses to this notice shall include the following:

Requirement:
The Department of Veterans Affairs (VA), National Cemetery Administration, is seeking a Firm-Fixed-Price Indefinite Delivery, Indefinite Quantity (IDIQ) Contract for a base year and four option year perods. The Contractor shall provide all supervision, labor, equipment, materials, uniforms, and supplies necessary to perform the following Grounds Maintenance Services at the Jefferson Barracks National Cemetery in accordance with the attached PWS.

Important information:
The information identified above is intended to be descriptive, not restrictive and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the required specifications. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.

The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate setaside or full and open competition may be determined. No sub-contracting opportunity is anticipated.

Notice to potential offerors:
All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service- Disabled Veteran-Owned Businesses or Veteran Owned Small Businesses who respond to a solicitation on this project must be registered with the Small Business Administration website: https://veterans.certify.sba.gov/ .

All responses under this notice must be emailed to Roberto Escobedo at roberto.escobedo@va.gov and use the following title in the Subject Line: 36C78625Q50077 Jefferson Barracks National Cemetery Ground Maintenance Requirement. Telephone responses shall not be accepted.

Responses must be received no later than March 28, 2025 at 10:00 P.M. PST. If a solicitation is issued it shall be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this request for information. Responses to this notice shall not be considered as requests to be added to a prospective bidders list or to receive a copy of the solicitation.

Background

2) String trimming around upright headstones and flat grave markers;
3) Sweeping and removing debris on artificial turf;
4) Ensuring that excessive clippings/debris do not detract from the cemetery's overall appearance;
5) Adhering to operational standards and measures as specified in the Performance Work Statement (PWS). The Contractor must demonstrate qualifications and ability to perform as outlined in the PWS.
