Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued for the the Jeffco ATB Flooring Replacement. The scope of the work includes the removal of existing flooring and installation/placement of new epoxy flooring, vinyl flooring, transitions, and rubber cove base. Refr to SOW for full project requirement.

This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 238190 Other Foundation, Structure, and Building Exterior Contractors. (Epoxy application contractors) The small business size standard is $19M This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.

A Site Visit will be held on July 29th 2026 at 1000 am MT. Refer to Solicitation for location and contact information.

Background
The USDA Forest Service is issuing a solicitation for the Jeffco Airtanker Base Flooring Replacement project. The mission of the USDA is to provide leadership on food, agriculture, natural resources, and related issues based on public policy, the best available science, and efficient management.

The goal of this contract is to replace the flooring at the Jeffco Airtanker Base, ensuring a safe and functional environment for operations.

Work Details
The contractor shall provide all tools, equipment, materials, and personnel necessary to complete the following tasks:
1. Remove existing flooring.
2. Install new epoxy flooring.
3. Install vinyl flooring.
4. Install transitions between different flooring types.
5. Install rubber cove base as specified in the Statement of Work (SOW).

The project magnitude is estimated to be between $25,000 and $100,000.

Period of Performance
The contractor is required to commence work within 10 calendar days after receiving the notice to proceed and complete all work no later than November 1st, 2026.

Place of Performance
The construction projects will be performed at the Arapaho & Roosevelt Jeffco Air Tanker Base located at 10900 W 120th Ave., Broomfield, CO.

Bidder Requirements
This acquisition is set-aside for small business concerns. Bidders must furnish performance and payment bonds within 10 days after award. A site visit is scheduled for July 29th, 2026 at 10:00 AM MT.
