The Government anticipates a need for Airfield Runway Friction Testing at JBSA, Texas on a regularly scheduled basis. The requested support will provide services on four runways at three geographically separated installations: JBSA Lackland (Kelly Field), JBSA Randolph, and JBSA Randolph Auxiliary Airfield at Seguin. In performing airfield runway friction testing, the United States Air Force follows guidance as published by the Federal Aviation Authority (FAA) per FAA AC 150/5320- 12C runway friction surveys should be conducted at a minimum of once per year. Friction surveys shall include an evaluation utilizing Continuous Friction Measuring Equipment (CFME). A complete survey shall include test runs at both 40 miles per hour (mph) and 60 mph within ten feet on both sides of the centerline.

Interested vendors are requested to follow the Instructions, Conditions, & Notices to Offerors or Quoters - Addenda to FAR 52.212-1 Instructions to Offerors--Commercial Products and Commercial Services for submission requirements as well as Evaluation Factors for Award - ADDENDA to FAR 52.212-2 Evaluation - Commercial Products and Commercial Services as outlined in the Solicitation.

Additionally, all questions and proposal are to be received by the due dates noted within the Solicitation to the POCs listed within this notice.

Background
The Government anticipates a need for Airfield Runway Friction Testing at Joint Base San Antonio (JBSA), Texas, on a regularly scheduled basis. The requested support will provide services on four runways at three geographically separated installations: JBSA Lackland (Kelly Field), JBSA Randolph, and JBSA Randolph Auxiliary Airfield at Seguin.

The United States Air Force aims to ensure safety and compliance with Federal Aviation Authority (FAA) guidelines, specifically FAA AC 150/5320-12C, which mandates that runway friction surveys be conducted at least once per year.

Work Details
The contractor will perform airfield runway friction testing using Continuous Friction Measuring Equipment (CFME). Each complete survey will include test runs at both 40 miles per hour (mph) and 60 mph within ten feet on both sides of the centerline.

The contractor is required to submit a management plan demonstrating their approach to fulfilling the requirements of the Performance Work Statement (PWS). This includes detailing the organizational structure, staffing plans, risk management strategies, and providing a sample runway friction test report. Additionally, a quality control plan must be submitted that outlines procedures for monitoring service quality and addressing deficiencies.

Period of Performance
The contract will be performed from July 1, 2025, to June 30, 2026, with options for extension from July 1, 2026, to June 30, 2027.

Place of Performance
The services will be performed at Joint Base San Antonio locations including JBSA Lackland (Kelly Field), JBSA Randolph, and JBSA Randolph Auxiliary Airfield at Seguin.
