Amendment 1, 27 July 2022: Quotes due date on RFQ has been extended from 27 July 2022 to 29 July 2022.

This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) applicable format pursuant to Nonappropriated Fund (NAF) processes, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This NAF solicitation is issued as a Request for Quotation (RFQ) and this is a combined synopsis/solicitation. This purchase is unrestricted for NAICS code 238310 (Drywall and Insulation Contractors) and the size standard is $16,500,000.00. The Nonappropriated Fund Instrumentality (NAFI) intends to award this requirement as a multiple award Blanket Purchase Agreement (BPA). BPAs will be established with a maximum of no more than three (3) responsible Contractors whose quotes conform to the requirements outlined in this RFQ and are most advantageous to the NAFI based on the best value determination by the contracting officer. This is a requirement for Drywall/Structural Repairs at NAF lodging facilities located on Joint Base San Antonio (JBSA) Lackland and Randolph.

This requirement was not previously fulfilled under a contract.

The scope of work for this requirement has been determined not to require a site visit. If any further clarification on the scope of work is needed, please refer to the Statement of Work (SOW). If questions are still unasnwered, please submit them in accordance with the stated date and time on the RFQ.

Background
This combined synopsis/solicitation (RFQ FA301622Q0087) is issued under Nonappropriated Fund (NAF) processes by the Joint Base San Antonio (JBSA) Nonappropriated Fund Instrumentality (NAFI) to establish up to three multiple‐award Blanket Purchase Agreements (BPAs) for drywall and structural repairs at NAF lodging facilities.
Award will be based on best value determination and unit pricing for all line items in the BPA price list.

Work Details
The contractor shall provide all materials, tools, equipment, personnel, supervision, vehicles, and other services necessary to:
• Repair small, medium, and large holes in drywall per Appendix 1
• Perform other structural repairs per Appendix 2
• Furnish new or reconditioned parts equal to or exceeding original manufacturer’s quality
• Report any extra‐scope items for government direction
• Implement a quality control system to prevent and remedy defects
• Protect government property and repair any damage at no cost
• Comply with Davis‐Bacon Act wage determinations
• Perform services Monday–Friday, 7:30 a.m. to 4:15 p.m.

Individual service calls will be placed against the BPA with a master ceiling of $500,000 and call order limit of $5,000.

All labor, materials, removal, disposal, freight, and delivery costs are included in unit prices.

Safety shall comply with federal, state, local, and AFOSH standards.

Period of Performance
From date of BPA award for a minimum of one year, during which unit prices shall remain firm for at least 12 months. Call orders may be issued throughout the period until the BPA ceiling is reached or the period expires.

Place of Performance
NAF lodging facilities at Joint Base San Antonio (JBSA) Lackland and JBSA Randolph, Texas.

Bidder Requirements
Unrestricted competition.

Offerors must be determined responsible per AFMAN 64-302, paragraph 6.10.

Quotes must include unit pricing for all Schedule B line items to be considered.

Prime contractors and/or subcontractors must have at least three years’ experience in drywall and structural repair.

Contractors must perform minimum‐level NCIC criminal background checks on all employees and comply with Davis‐Bacon Act wage determination TX20220231.

Provide a quality control system.

Capacity to invoice electronically via WAWF is preferred.

A Texas General Contractor’s license is not required.

No site visit is required.
