Description

This is a design build project that will renovate a three-story dormitory at Joint Base Elmendorf / Richardson (JBER), Alaska. The project includes the design, and full renovation of the existing Building 8113 Turnagain Dorm located at JBER, Alaska. Building 8113 is approximately 12,000 square feet and has served as an airmen dormitory since its completion. The facility has interior finishes, plumbing, heating, and electrical systems that have been identified as obsolete or failed and in need of repair/replacement. Built in the mid 1950s, the structure is a concrete frame with cast-in-place concrete walls, concrete roof slab, a concrete slab on grade and a conventional spread footing foundation. Renovations to the envelope will entail replacing all interior wall insulation throughout. New insulation will be applied within the existing stud framing on the interior side of exterior walls. The renovation will include door and window replacements, roofing, interior constructions, new partition walls throughout, new plumbing fixtures and piping, HVAC, electrical, building elements demolition of all existing interior walls and ceilings.
Background
The U.S. Army Corps of Engineers is issuing a Request for Proposal (RFP) for the renovation of Building 8113, Turnagain Dormitory at Joint Base Elmendorf / Richardson (JBER), Alaska. This project aims to modernize an approximately 12,000 square foot facility that has served as an airmen dormitory since its completion in the mid-1950s. The renovation is necessary due to obsolete or failed interior finishes, plumbing, heating, and electrical systems. The goal is to enhance the living conditions for airmen by upgrading the building's infrastructure and ensuring compliance with current safety and environmental standards.

Work Details
The scope of work includes:

1. Conducting a detailed life safety code study of all interior components, spaces, and systems.

2. Performing abatement of hazardous materials such as lead-based paint, mold, and asbestos.

3. Demolition tasks including:
- Removal of exterior personnel doors, windows, roof membrane assembly, stair guardrails, interior wall boards, casework in sleeping rooms, and all electrical distribution equipment.
- Abandoning potable water service piping and demolishing paved sidewalks.

4. New construction tasks including:
- Installation of insulated hollow metal doors and aluminum curtain wall assemblies.
- New windows and EPDM roofing assembly.
- Refurbishing exterior metal egress stairs with new guardrails and handrails.
- Framing new interior partitions to create open kitchen/day room areas and private sleeping rooms with bathrooms on the second and third floors.
- Installation of new plumbing fixtures, HVAC systems, electrical service equipment, telecommunications infrastructure, and lighting throughout the building.

Period of Performance
The contract will be performed over a minimum duration of 800 days from the date set by the Contracting Officer's Representative (COR) for possession of the facility.
