Description

The U.S. Army Corps of Engineers New England District is issuing a Solicitation Notice for Janitorial Services, Fitchburg, MA.

THE WORK CONSISTS OF: Furnishing all equipment, materials, labor and transportation necessary for Janitorial Services in accordance with the Performance Work Statement.

This is a request for offers at this time. The solicitation requirements and contract documents, to include instructions for submission, and the response date are within this solicitation. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access www.SAM.gov.

This procurement is set-aside for small business vendors. The applicable NAICS code is 561720 with a Small Business Size Standard of $22 Million.

ALL OFFERORS MUST HAVE AN ACTIVE REGISTRATION IN SAM.GOV AT THE TIME OF SUBMISSION IN ORDER TO BE CONSIDERED. ANY OFFEROR THAT DOES NOT HAVE AN ACTIVE SAM.GOV REGISTRATION WILL BE REJECTED AS NON-RESPONSIVE.

Background
The U.S. Army Corps of Engineers - New England District is issuing a Solicitation Notice for Janitorial Services in Fitchburg, MA. The mission of the agency is to provide essential services and support to the U.S. Army and other federal agencies.

The goal of this contract is to ensure that janitorial services are performed efficiently and effectively in accordance with the Performance Work Statement.

Work Details
The Contractor shall provide all management, supervision, inspections, personnel, equipment, tools, supplies, materials, transportation, and other items necessary to perform janitorial services for the U.S. Army Corps of Engineers leased space.

Services include cleaning designated spaces such as halls, restrooms, offices, work areas, entranceways, lobbies, common areas, test room areas, and storage room areas. Specific tasks include:
1) Trash Removal - Empty all trash/waste baskets from all offices and common areas (2x or 3x weekly).
2) Vacuuming - Vacuum all carpets and hard surfaces (2x or 3x weekly).
3) Hard Surface Cleaning - Damp mop all ceramic or vinyl tile areas (2x or 3x weekly).
4) High-Touch Surface Cleaning - Disinfect high-touch surfaces (2x or 3x weekly).
5) Restroom Cleaning - Disinfect restroom fixtures (2x or 3x weekly).
6) Miscellaneous Cleaning - Remove fingerprints from glass surfaces (2x or 3x weekly).
7) Dusting - Dust all surfaces including furniture and HVAC vents (Once per month).
8) Clean Glass Surfaces - Clean interior and exterior windows (Once per month).

Additional tasks include washing trash receptacles monthly, de-scaling toilet bowls monthly, carpet cleaning twice a year, cleaning light fixtures once a year in October, and emergency cleaning as needed.

Period of Performance
The base period of performance will begin on or about September 1, 2024, and end on August 31, 2025. There are options for two additional years: Option Year One from September 1, 2025 to August 31, 2026; Option Year Two from September 1, 2026 to August 31, 2027.

Place of Performance
Janitorial services will be performed at the following location: 432 John Fitch Highway, Suites A-130 & A-140 Fitchburg MA.
