General:
The U.S. Embassy in Mexico City, Mexico, has a requirement for Janitorial Services under contract and Cafeteria Services under an agreement to support Embassy operations in Mexico City. Janitorial services include general purpose cleaning and vendor managed inventory will be required at the New Embassy Compound in Mexico City in addition to four nearby locations in CDMX. Cafeteria services will be required in the New Embassy Compound in Mexico City and will be awarded as a Concessions Agreement as part of this solicitation.

The Contractor shall furnish all managerial, administrative, direct labor personnel, raw materials, and transportation as well as adhere to all safety requirements per local law that are necessary to accomplish all required services.

All responsible sources may submit a proposal, which will be considered as long as it complies with the RFP requirements.

The Government may award the contract based on the initial offer without discussion. The resultant contract will be a single award firm-fixed price contract for Janitorial Regular Services, indefinite-delivery indefinite-quantity contract for Janitorial Temporary Additional Services payable entirely in MXP currency, and a zero-cost Concessions Agreement for Cafeteria Services.
Site Visit:
The Government is planning a Site Visit and Pre-Proposal Conference and the dates for this conference are Thursday March 27, 2025, and Friday March 28, 2025. Both days will cover different material. While attendance to either or both days is not mandatory, it is strongly encouraged. Interested parties should register by emailing mexicocitygsosolicitations@groups.state.gov no later than 12:00pm CST Tuesday March 25, 2025.

Background
The U.S. Embassy in Mexico City requires Janitorial and Cafeteria Services to support its operations. The goal of the contract is to ensure cleanliness and food service within the New Embassy Compound and surrounding locations, thereby enhancing the operational efficiency of the Embassy.

Work Details
The Contractor shall provide comprehensive Janitorial Services including cleaning of hallways, offices, restrooms, work areas, entrance ways, lobbies, storage areas, elevators, stairways, sidewalks, and courtyards.

Additionally, the Contractor will manage vendor inventory and adhere to local safety regulations. For Cafeteria Services under a Concessions Agreement, the Contractor will operate food service facilities for approximately 1,100-1,300 employees and up to 3,500 visitors daily. This includes dispensing food and nonalcoholic beverages and supporting catering events as requested.

The Contractor must ensure that all cleaning products meet specified standards and receive prior approval from the Contracting Officer's Representative (COR). Regular training for staff is required to maintain service quality.

The services will be performed at the New Embassy Compound in Mexico City and four nearby locations within CDMX.
