Solicitation Number: SPE1C1-21-R-0019

This synopsis is for the acquisition of the GEN III Layer 6 Jacket, Class 3, Operational Camouflage Uniform (OCP), NSN 8415-01-641-0778(s), PGC: 04051. This acquisition will consist of 3 lots. Lot 1 and 3 will be a Small Business Set-aside and Lot 2 will be a Service-Disabled Veteran Owned Small Business (SDVOSB) Set-aside. This is an IDTC acquisition with a 12 month base term and 3 one-year option terms. Lot 1 and 3 (each lot) Small Business Set-aside quantities for the base term will be 31,500 each minimum and 157,500 each Annual Order Limitations Quantity (AOLQ) with an annual estimated quantity of 126,000. The quantity for the three option terms will be 31,500 each minimum and 157,500 each Annual Order Limitations Quantity (AOLQ) with an annual estimated quantity of 126,000. Lot 2 SDVOSB Set-aside quantities for the base term will be 21,000 each minimum and 105,000 each Annual Order Limitations Quantity (AOLQ) with an annual estimated quantity of 84,000. The quantity for the three option terms will be 21,000 each minimum and 105,000 each Annual Order Limitations Quantity (AOLQ) with an annual estimated quantity of 84,000. The GEN III Layer 6 Jacket, Class 3, OCP, shall be made in accordance with GL/PD 06-06D dated 19 August 2016; pattern dated 03 November 2011. The GEN III Layer 6 Jacket, Class 3, OCP is considered military unique. This acquisition will utilize Best Value Source Selection Procedures. Proposals submitted are required to include Product Demonstration Models (PDMs) and Past Performance. It is anticipated this solicitation will be posted to the DLA Internet Bid Board System (DIBBS) on or after December 2021. All offerors MUST be registered in the System for Award Management (SAM). All responsible sources may submit offers which, if received in timely fashion, shall be considered. Production Lead Time is 150 days for initial delivery and 120 days thereafter. Deliveries are FOB Destination to LANSING, MI 48906/AUSTIN, TX 78744/Pendergrass, GA 30567. All responsible sources may submit offers which DLA Troop Support shall consider.

Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
