Background
The National Geospatial-Intelligence Agency (NGA) is seeking approval for an extension to the current Human Resource Management (HRM) contract (HM0476-17-C-0004). This extension is necessary to continue providing human capital management support services to the Human Development Directorate (HD) at both NGA Washington and NGA St. Louis.

The current contract, awarded to Deloitte on January 2, 2017, is critical for the agency's operations and supports over 8,500 government employees.

Work Details
The HRM contract encompasses a range of human resource management support services essential for the agency's operations. Key functions include:
1. Client Services (HDC): Initiating and processing personnel data for civilian employees, promoting employee accountability, providing advice on relocations, retirement, performance pay & management, and offering effective benefits and work-life programs including Employee Assistance Program (EAP) counseling services.

2. Talent Acquisition (HDR): Developing recruitment strategies, conducting outreach and recruitment services, facilitating the selection process, and managing onboarding procedures.

3. Human Capital Advanced Capabilities (HDS): Overseeing development and execution of human capital programs and policies, managing lifecycle surveys and analytics, coordinating workforce planning activities, and developing PeopleSoft requirements.

4. Talent Development & Executive Resource (HDT): Providing tools for talent acquisition and development, managing executive resources allocations, overseeing performance review processes, and managing succession planning for senior executives.

Additionally, special projects such as Re-imagining Performance Management (RPM) and Technology Strategic Planning will continue under this contract extension.

Period of Performance
The requested extension totals 21 months from September 2, 2024 to May 31, 2026. It will be divided into three option periods: a 12-month option from September 2, 2024 through September 1, 2025; a six-month option from September 2, 2025 through February 28, 2026; and a three-month option from March 1, 2026 through May 31, 2026.

Place of Performance
The contract will be performed at NGA locations in Washington D.C. and St. Louis.
