Background
The Department of Veterans Affairs (VA) is seeking a contractor to provide Preventative Maintenance (PM) and Repair Services (RS) for floor cleaning equipment at the Phoenix VA Healthcare System (PVAHCS). The goal of this contract is to ensure that all floor cleaning equipment is maintained in optimal working condition to support the Environmental Management Services (EMS) Department's operations.

Work Details
The contractor shall provide all qualified personnel, labor, material, equipment, technical expertise, tools, travel expenses, supervision, transportation, and necessary parts to inspect and provide quarterly comprehensive preventative maintenance for all equipment and repair services as needed. Specific tasks include:

1. Conducting PM services according to approved procedures;
2. Performing inspections and repairs on various types of floor cleaning equipment including handheld machines, walk-behind scrubbers, and ride-on scrubbers;
3. Using OEM parts and ensuring service representatives are OEM trained;
4. Scheduling on-site services with the EMS Representative at least one week in advance;
5. Providing monthly service reports detailing work performed;
6. Ensuring compliance with all applicable environmental and safety regulations.

Period of Performance
The contract will have a base period of performance of one year from January 1, 2027 to December 31, 2027, with four optional one-year extensions available.

Place of Performance
All work will be performed at the Phoenix VA Healthcare System located at 650 E. Indian School Rd., Phoenix, AZ 85012.

Bidder Requirements
Bidders must demonstrate relevant experience in providing similar maintenance and repair services over the past three years. They must also provide verification of active registration, a completed W-9 form, and acknowledgment of any amendments to the solicitation. Additionally, contractors must comply with all VA regulations regarding safety and environmental standards.

The prior award 36C25821C0065 for PM and repair of floor cleaning equipment was awarded to Nilfisk for $209,075 (07/15/21–07/14/26), which appears closely aligned with the current requirement for quarterly preventative maintenance and on-demand repair services for handheld, walk-behind, and ride-on floor cleaning equipment at the Phoenix VA Healthcare System. The scope language indicates a continuation of the same type of maintenance and repair work, including use of OEM parts and reporting/scheduling requirements consistent with an ongoing equipment support effort.
