NOTICE OF INTENT TO SOLE SOURCE PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) intends to award a sole source contract to Illumina, Inc., 5200 Illumina Way, San Diego, CA 92122 to maintain the Illumina iScan system (Microarray Scanner, Autoloader 2, and 2 Tecan Robots) for the Central Arkansas Veterans Healthcare System in Little Rock, Arkansas. This procurement is being conducted under Federal Acquisition Regulation (FAR) Parts 12 and 13. This VA facility has a requirement for a contractor to provide all parts, labor, tools, materials, equipment, software, transportation and supervision necessary to maintain the Illumina iScan system. Based on market research and previous acquisition history, it has been determined that Illumina, Inc. is the only vendor capable of providing all the required preventive maintenance and repair services. This notice will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 811219, Other Electronic and Precision Equipment Repair and Maintenance. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interests and capability to respond to this requirement, to include the documentation required by VAAR 852.212-72(c) to the attention of: James Hunt, email address: james.hunt2@va.gov, no later than Friday, April 8, 2022, at 2:00pm (Central Time). Only emailed responses will be considered. Information received will be utilized solely for determining whether to conduct a competitive procurement. A determination not to compete this proposed acquisition based upon responses to this notice is at the sole discretion of the Government.
Background
The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) intends to award a sole source contract to Illumina, Inc., 5200 Illumina Way, San Diego, CA 92122 to maintain the Illumina iScan system (Microarray Scanner, Autoloader 2, and 2 Tecan Robots) for the Central Arkansas Veterans Healthcare System in Little Rock, Arkansas.

This VA facility requires a contractor to provide all parts, labor, tools, materials, equipment, software, transportation and supervision necessary to maintain the Illumina iScan system. Work Details
Statement of Work (03/21/2022)

1. Scope
1.1 The contractor shall provide all parts, labor, tools, materials, equipment, software, transportation and supervision necessary to maintain the Illumina iScan system (Microarray Scanner, Autoloader 2, and 2 Tecan Robots) at the Central Arkansas Veterans Healthcare System (CAVHS) located at 4300 West 7th Street, Little Rock, AR 72205.

2. Services
2.1 The vendor shall provide the following coverages on the system:
2.1.1 Corrective Maintenance
2.1.2 Planned Maintenance
2.1.3 Software Maintenance

2.2 The selected vendor shall have the ability to connect to the system remotely through an approved VA VPN connection for troubleshooting purposes.
The vendor shall apply all Illumina Field Change Orders, including software and quality updates, and provide all coverages and benefits normally given in their commercial service and support agreements.

2.3 The medical equipment covered does not contain electronic patient health information (EPHI).
If a computer hard drive is replaced, the old drive must be turned in to biomedical engineering for destruction at no compensation to the vendor.
The contractor and personnel shall comply with federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security.

2.4 Normal service requirements consist of scheduled preventive maintenance inspections, adjustments and repairs, plus response to service calls for partial or complete system failures within specified time frames.

3. Equipment
3.1 Equipment covered under this contract:
3.1.1 Illumina iScan System (includes hybridization ovens, heat blocks, etc.), Serial # N0255; VA Tag 35-84947
3.1.2 Illumina Autoloader 2, Serial # 11139-858; VA Tag 35-86275
3.1.3 Tecan Robot 1, Serial # 808053768; VA Tag 35-84928
3.1.4 Tecan Robot 2, Serial # 807005103; VA Tag 35-84929

4. Conformance Standards
Service shall ensure the equipment/system functions in conformance with the latest published edition of NFPA-99, OSHA, and manufacturer’s specifications.
Upgrades and updates shall be installed in strict accordance with manufacturer’s specifications and operate within specified parameters.

5. Hours of Coverage
5.1 The contractor will respond by phone at no additional charge during normal business hours (8:00 AM to 5:00 PM CST, Monday–Friday).
5.2 Scheduled service and repairs shall be performed during normal hours unless the contractor elects to perform outside these hours at no additional cost to the Government.

Bidder Requirements
