bioMérieux Virtuo Preventive Maintenance Service Contract

Background
The Department of Veterans Affairs (VA), Veterans Integrated Service Network (VISN) 22, is seeking a vendor to provide preventive maintenance and service for BioMérieux Virtuo blood culture instruments. These instruments are critical for detecting bacteria or fungi in blood, which can indicate serious infections.

The goal of this contract is to ensure the reliability and functionality of these medical devices across multiple VA facilities in VISN22.

Work Details
The contractor will be responsible for the following tasks:
1. Provide 24/7 technical assistance with a maximum callback response time of one hour.
2. Ensure onsite support availability from 7:00 AM to 7:00 PM local time.
3. Respond to equipment repair requests within 24 hours, with a technician onsite within that timeframe.
4. Perform preventative maintenance as per the manufacturer's guidelines, within two weeks of the scheduled due date.
5. Treat each emergency repair notification as a separate service call and provide a malfunction incident report post-repair, detailing the date and time notified, arrival time, equipment details, and time spent on repairs.
6. Define daily, weekly, and monthly maintenance tasks distinguishing between user-level and service-level tasks.
7. Provide upgrades and updates to both hardware and software at no additional charge when commercially available, ensuring compliance with VA information security requirements.

Period of Performance
Base period from September 30, 2026 to September 29, 2027, with four option years extending through September 29, 2031.

Bidder Requirements
Bidders must ensure that all contractor employees requiring access to VA computer systems undergo a background investigation with favorable adjudication from the VA Security and Investigations Center. Compliance with federal laws regarding information security is mandatory. Contractors must also provide documentation of any existing Memorandum of Understanding/Inter-Service Agreement (MOU/ISA) with the VA prior to award.
