Description

THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No Solicitation is currently available. The intent of this Sources Sought Announcement is to assist in our decision-making process for services procurement. This is not a solicitation, nor request for quotes or proposals. Through the receipt of responses, this will enable a more precise type of procurement process. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award of a contract, nor does it restrict the Government to a particular acquisition approach. Any inquiries are to be made in writing by email to the point of contact, Kulvinder Brar, Contracting Officer. Responses to this notice shall be sent by email to Kulvinder.brar@va.gov by the due date and time of 07/31/2025 by 10:00 a.m. (Pacific Time). The Contractor shall provide one (1) Software and Hardware Service Maintenance Contract to support the WaveMark Cath Lab Supply Management System located in at VA Palo Alto health Care System in Palo Alto, CA. The anticipated need for the Health Care Systems may be significant, and the needs may change significantly over the course of the next few weeks and months. Contractors must be able to quickly identify, screen, and process employees for rapid on-boarding with the healthcare facilities identified. Contractors must be able to quickly adapt to changing needs. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Before responding please carefully read and consider the following: As this is a service acquisition, the Small Business Administration and the Federal Acquisition Regulation have a Limitations on Subcontracting requirement. For all small businesses, to include SDVOSB and VOSB, it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract. Background
The Department of Veterans Affairs (VA) is seeking to procure a Software and Hardware Service Maintenance Contract to support the WaveMark Cath Lab Supply Management System at the VA Palo Alto Health Care System in Palo Alto, CA.

The purpose of this Sources Sought Announcement is to gather information to assist in the decision-making process for services procurement. The anticipated need for health care systems may be significant and could change over time, necessitating contractors who can quickly adapt and provide rapid onboarding of employees.

Work Details
The Contractor shall provide equipment maintenance, service, and professional support for the Wavemark systems used in VISN 21. Specific tasks include:
- Equipment maintenance for cabinets and point-of-use workstations
- Software licenses management
- Modules maintenance
- Interface maintenance
- Customer success consulting services.

Additionally, the Contractor will be responsible for:
- Providing all software, configuration, user training, and application development support for Wavemark systems including servers and workstations.
- Report development and troubleshooting.
- Performing system administrator functions, super-user functions, basic user functions, and in-house maintenance functions.
- Offering system software support, troubleshooting, and maintenance including all Wavemark software updates.
- Providing 24/7 system support via telephone and email.

The Contractor must also have an existing remote access process with VISN 21 and manage all accounts related to remote access.

Period of Performance
Base Year: 9/20/2025 to 9/19/2026; Option Year 1: 9/20/2026 to 9/19/2027; Option Year 2: 9/20/2027 to 9/19/2028; Option Year 3: 9/20/2028 to 9/19/2029; Option Year 4: 9/20/2029 to 9/19/2030.

The contract will be performed at various locations within VISN 21 including: Las Vegas (6900 North Pecos Road, N. Las Vegas, NV), Fresno (2615 E. Clinton Avenue, Fresno, CA), San Francisco (4150 Clement Street, San Francisco, CA), Mather (10535 Hospital Way, Mather, CA), and Palo Alto (3801 Miranda Ave, Palo Alto, CA).
