This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 811210, with a small business size standard of $34.0 Million. The FSC/PSC is J065. The Contractor shall provide all necessary labor, materials, supplies, parts, software (needed for the general operation of the equipment), tools, equipment, travel, transportation expenses and other related costs to provide services related to a Preventative Maintenance and Inspection (PMI) program for sterile storage cabinets used in clinical areas that have issues with temperature and humidity. The Contractor shall perform work in strict accordance with the specifications, statement of work, and all VA local, federal, state, and applicable regulations. All parts will be Original equipment manufacturer (OEM). Contractor is responsible for all subcontractors required to complete reports. All proposals shall be sent to the Network Contracting Office (NCO) 22 Contract Specialist, Jamie ElBedawi at Jamie.elbedawi@va.gov. Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. The following are the decision factors: Price, Past Performance, SDVOSB, and Technical. The award will be made to the response most advantageous to the Government. Responses should contain your best terms, conditions. Submission of your response shall be received not later than 17:00 MST on 02/20/2026 at Jamie.elbedawi@va.gov. ALL communication must be in writing ONLY, to this same email address. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). Background
The Department of Veterans Affairs (VA) is seeking a contractor to provide a Preventative Maintenance and Inspection (PMI) program for sterile storage cabinets used in clinical areas that have issues with temperature and humidity.

The goal of this contract is to ensure the reliability and efficiency of the equipment, thereby preventing catastrophic failures. The services are required at multiple locations including the West Los Angeles VA Medical Center and various clinics in California.

Work Details
The Contractor shall provide all necessary labor, materials, supplies, parts, software, tools, equipment, travel, transportation expenses, and other related costs to deliver services related to a PMI program for sterile storage cabinets. The work includes:
1. Annual Preventative Maintenance (PM) and Inspection tasks such as:
- Replacing HEPA filters annually.
- Checking airflow, filter integrity, and static pressure.
- Replacing humidifier water reservoir and associated components.
- Inspecting humidifier operation including heater elements and liquid level sensors.
- Checking thermoelectric cooler performance.
- Inspecting electric heater performance.
- Checking recirculation fans and heat rejection cabinet fans.
- Calibrating temperature, humidity & pressure sensors.
- Inspecting door seals and latching mechanisms.
- Cleaning cabinets and providing a PM service report to the customer.
2. Emergency response times for mechanical issues during normal business hours (Mon-Fri 8:00 AM-5:00 PM).
3. Documentation of services performed will be reviewed by VA personnel prior to payment certification.

Period of Performance
The expected performance period is a base year of twelve (12) months with two (2) option years thereafter. Each option year will also be twelve (12) months.

Services will be performed at the following locations:
- West Los Angeles VA Medical Center
- Los Angeles VA Clinic (LA ACC)
- Bakersfield VA Clinic
- Captain Rosemary Bryant Mariner Outpatient Clinic
- Santa Maria VA Clinic
