Description

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(2) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract pursuant to 10 U.S.C 2304 (C)(1), as implemented by FAR 6.302-1(a)(2) and 6.301-1(c), only one responsible source and no other supplies or services will satisfy agency requirements, and brand-name descriptions. The Department of Veterans Affairs Medical Center, located at 1400 VFW Parkway, West Roxbury, MA, 02132, has a requirement for Quantum Perfusion Technology Modules service and maintenance. The Government intends to award a firm-fixed-price sole source contract. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. this notice of intent is not a request for competitive proposals. This is a written notice to inform the public of the Governments intent to award on a sole source basis. Interested parties may identify their interest and capability to respond to the requirement. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government. Background
The Department of Veterans Affairs Medical Center, located at 1400 VFW Parkway, West Roxbury, MA, 02132, has a requirement for Quantum Perfusion Technology Modules service and maintenance. This notice indicates the Government's intent to award a sole-source contract based on the determination that only one responsible source can meet the agency's requirements due to proprietary rights associated with the equipment.

Work Details
The contractor will provide Original Equipment Manufacturer (OEM) certified technicians for preventive maintenance (PM), repairs, and support for Spectrum Medical, Inc., Quantum Perfusion Technologies heart/lung bypass machine No 20-8208460 used in the operating room at VA West Roxbury Campus. The scope includes:

1. One onsite PM every 12 months.
2. Replacement parts for PM and all required services are included.
3. Access to Spectrum service technicians, clinical consultants, and system application experts available 24/7 via Spectrum’s support platform.
4. Emergency loan of equipment provided at no additional cost if repairs cannot be completed within 24 hours.
5. Compliance with security requirements when field service agents are on site.
6. Submission of Field Service Reports (FSR) detailing services performed, including labor and materials used.
7. Maintenance must follow OEM schedules and include all steps detailed in the OEM service manual.

Base period from October 16, 2024, to October 15, 2025, with four option years extending through October 15, 2029.
