SPECIAL NOTICE: Department of Veterans Affairs (VA), Louis Stokes Cleveland VA Medical Center, Cleveland, Ohio, is soliciting and intends to award a firm fixed price contract for weight and inspection testing of 816 Guldmann patient lifts located at the Louis Stokes VA Medical Center, Cleveland, Ohio. NAICS Code 811210, size standard $12.5 million. The Government intends, in accordance with FAR 6.302.1 (only one responsible source and no other supplies or services will satisfy agency requirements), to negotiate on a sole source basis with Guldmann, Inc. (14401 McCormick Drive, Suite A, Tampa, FL 33626), for this procurement due to having proprietary rights to perform the work. Guldmann has issued a letter on their company letterhead noting that they have adopted the new ISO 10535:2021 standards relating to the periodic inspections and weight testing of ceiling lifts. They assert in their letter that there are no certified third-party vendors that are able to perform the work. Further, they note that use of a non-certified vendor will nullify any warranty on the equipment. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received NLT 12pm Eastern on 11/5/2024.
