Description

This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source, firm-fixed price contract under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. It is not a request for competitive quotes.

The Department of Veterans Affairs, Network Contracting Office 23, intends to award a sole source, firm-fixed price contract to GE Precision Healthcare LLC with 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements because they are the only vendor authorized to work on their proprietary equipment and able to meet the requirements set forth in the statement of work required by the Veterans Integrated Service Network 23 (VISN 23). The North American Industry Classification System (NAICS) code for this requirement is 811210 and the product/service code is J065.

While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. Interested firms with the capability of providing the requirement shall submit capability statements so the Government can determine the firm s experience and capability to provide the requirements. Failure to demonstrate the capability of providing the requirement in response to this market survey may affect the Government s review of the industry s ability to perform or provide these requirements.

Firms shall include the following information with their responses:

1) Organization name, unique entity identification (UEI) number, address, email address of a point of contact who can verify the demonstrated capabilities, website address, and telephone number.

2) Capability statement demonstrating the ability to meet all the specialized requirements stated in the Statement of Work and your organization s expertise in the above-described areas in sufficient detail, including any other specific and relevant information.

3) Copies of any agreements with companies/manufacturer(s) showing authorization to provide required products / services.

4) Small Business respondents indicate the estimate of services to be subcontracted: What percentage of services (estimated) would the company perform as the Prime Contractor? __________________% What percentage of services (estimated) would the company subcontract to other firms? __________________%

5) State whether any of the requested services/supplies may be ordered against a government contract awarded to your organization (e.g Federal Supply Schedule (FSS), General Services Administration (GSA), etc.).

Vendors that believe they can provide the capabilities required to fully meet the Government's requirement may submit information in writing to cameron.rick@va.gov within ten calendar days after publication of this notice. Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.

Background
The Department of Veterans Affairs, Network Contracting Office 23, intends to award a sole source, firm-fixed price contract to GE Precision Healthcare LLC under the authority of 41 U.S.C. 3304(a)(1). This decision is based on the fact that GE Precision Healthcare is the only vendor authorized to work on their proprietary equipment and can meet the requirements set forth in the statement of work required by the Veterans Integrated Service Network 23 (VISN 23).

The goal of this contract is to ensure maintenance and service for specific GE Systems imaging equipment at VISN 23 facilities.

Work Details
The Contractor shall provide maintenance on specific GE Systems imaging equipment at VISN 23 facilities. The contractor must have at least one field service representative available at all times within 5 hours of each medical center in VISN 23. Services include:
- On-site troubleshooting, repair, and replacement of tubes and detectors.
- Extended labor and preventive maintenance hours beyond standard operating hours.
- Standard response times for service coverage levels.
- Parts delivery speed details.
- Uptime guarantees associated with full service coverage options.
- On-site troubleshooting and repair for workstations associated with imaging systems.
- 24/7 phone technical support from OEM trained personnel.
- Preventive Maintenance performed at intervals not less than annually according to manufacturer’s recommendations.
- Documentation package maintained for Joint Commission purposes including serial numbers, service events, and parts used.
- Remote capabilities including troubleshooting, software updates, monitoring system performance, and providing clinical education.

Period of Performance
The contract period shall be one year from January 1, 2026 through December 31, 2026, with a provision for one annual renewal option year.

Place of Performance
The contract will be performed at various facilities located in Iowa, Nebraska, Minnesota, North Dakota, and South Dakota.
