Combined Synopsis/Solicitation 36C26026Q0785 ______________________________________________________________________ Page 2 of 2 This is a combined synopsis/solicitation announcement for commercial services prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) in Federal Acquisition Regulation (FAR) subpart 12.202, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, and supplemented with additional information. This announcement constitutes the only solicitation to request quotes. Written solicitation will not be issued. A firm-fixed price purchase order is anticipated. The Veterans Integrated Service Network (VISN) 20 Biomedical Engineering Department responsible for eight Health Facilities and their surrounding clinics wishes to establish a firm-fixed-price contract to accomplish corrective maintenance (CM) and pending preventative maintenance (PM) on various types of medical equipment. The contract will include a fixed labor rate and fixed overtime rate for a Biomedical Engineering Technician (BMET) as well as travel to be reimbursed pursuant to government per diem (see https://www.gsa.gov/travel/plan-book/per-diem-rates ). The period of performance for this requirement is 12 months with the anticipated start date of 8/1/2026. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01 effective March 13, 2026. This RFQ number 36C26026Q0785 and is issued as unrestricted and the Government anticipates awarding a firm-fixed price contract. The associated North American Industrial Classification System (NAICS) code for this procurement is 811210, Electronic and Precision Equipment Repair and Maintenance with a small business size standard of $34M. The FSC/PSC is J065, Maintenance, Repair, and Rebuilding of Equipment Medical, Dental and Veterinary Equipment and Supplies. PLACE OF PERFORMANCE. Attachment A lists possible sites where work may be performed. The Government retains the right to add or subtract locations as needed via modification to the contract. 2. HOURS OF PERFORMANCE. Normal working hours will be 7:30 am to 4 pm, Monday-Friday, excluding federal holidays, although there may be some work hour flexibility. Occasional overtime may be needed and will be billed at the agreed upon rate. Contractor hours will be monitored by the Contracting Officer Representative (COR) and verified prior to billing and payment. 3. LIST OF EQUIPMENT. Attachment B lists equipment supported under this contract. The Government retains the right to add or subtract equipment as needed via modification to the contract. 4. CONTRACTOR RESPONSIBILITIES: 4.1 Dispatch Biomedical Engineering Technician (BMET) to provide preventive maintenance (PM) and corrective maintenance (CM) repairs on equipment identified by the COR, using accepted repair practices (typically the Original Equipment Manufacturers (OEM) procedures) while maintaining high standards of equipment performance and safety. 4.2 Accomplishes work in a timely manner within an established framework of policies/guidelines. All efforts shall be made to meet an average corrective maintenance turn-around time of 8 days from the VA initiated work order to the completion of the work order by the Contractor. The COR or Facility POC will notify the Contractor by the end of the preceding month that Contractor support is required for PM services in the following month. The Contractor shall ensure all scheduled PM services are completed prior to the 15th day of the scheduled month. If PM services cannot be completed prior to the 15th day of the scheduled month due to equipment not being located or in use, the Contractor shall have until the end of the scheduled month to complete the PM services. If at the end of the month, the Contractor still cannot complete the PM, all efforts to complete the PM shall be documented on a field service report. 4.3 Contractor shall provide one phone number, which is manned 7:30 to 4:00 pm Pacific Time. 5. DOCUMENTATION REQUIREMENTS: The COR may determine more frequent submittals may be required and will inform the contractor of such. COR, Biomedical Engineer Contractor monthly Receipts for travel expenses including flights, hotels, rental cars and any other transit methods utilized. Meal receipts are also required and will only be reimbursed for actual costs up to the GSA per diem amount when a contracted employee is traveling more than 50 miles from their place of residence. COR 6. CONTRACTOR PERSONNEL QUALIFICATIONS 6.1 Associate degree or higher in Biomedical Electronics Technology, Biomedical Equipment Technology or Biomedical Engineering Technology or in a related technical field such as Electronic Technology or Information Technology and three years of experience as a Biomedical Equipment Support Specialist, Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer, or Information Technology Specialist. 6.2 Contractor will be required to provide evidence of training, certifications, experience, and other qualifications for each biomedical engineering technician performing services under this contract. Evidence must include a list of types of equipment on which contracted personnel have experience performing preventative and corrective maintenance. 6.3 During the contract period of performance, if the Contractor proposes to add-on or replace personnel to perform contract services, the Contractor will submit the required evidence of training, certifications, experience, and other qualifications to the COR. At no time, shall the Contractor utilize add-on or replacement personnel to perform contract Without COR authorization. 7. CONTRACTOR EMPLOYEES 7.1 Contractor employees shall not be considered Government employees for any purpose. The VA reserves the right to restrict any Contractor employee from performing services under this contract who does not meet the required qualifications for the services they are required to perform, and who violates Federal regulations or are identified as a potential threat to the security, safety, health and/or operational mission of the VA and its' Veteran population. The restriction of such Contractor personnel shall not relieve the Contractor from performing all the required services, in accordance with all terms, conditions, and schedules contained herein. 7.2 Contractor employees may be escorted at the VA facility by the COR or other VA employee designated by the COR if they have not been onboarded. 8. PERFORMANCE REQUIREMENT SUMMARY 8.1. The Government will evaluate the contractor s performance under this contract using the method of surveillance specified below. All surveillance observations will be recorded by the government. When an observation indicates defective performance, the COR will provide the Contractor with a copy of the record of the observation. 8.2 The government shall immediately notify the contractor in the event the contractor s level of performance falls below 90% of the expected performances (corrective maintenance and preventative maintenance completion) as outlined in this Statement of Work. PHYSICAL DEMANDS. Work assignments involve bench and on-site repairs requiring sitting, standing, walking, lifting, climbing, bending, and working in cramped and awkward positions. Incumbent frequently handles objects weighing up to 40 pounds and occasionally objects weighing in excess of 40 pounds. 10. WORK ENVIRONMENT. Maintenance shop and patient care areas. Work is primarily done inside well-lighted, heated and ventilated areas, although access to some equipment may be more cramped and not as well lit. May be exposed to tremendously high electrical voltages and currents, and may sustain cuts, bruises or burns caused by electric shock, hot components, and ionizing radiation x-rays. May be exposed to patient bodily fluids when working in patient-care areas. 11. ORDERING PROCEDURES. PMs: 11.1 COR issues monthly projections for PM s to be completed by the 15th of the month. The last two weeks of the month are to be used to perform PMs on equipment that couldn t be located or was in use during the first two weeks. If at the end of the month, the Contractor still cannot complete the PM, all efforts to complete the PM shall be documented on a field service report. CM Repairs: 11.2 VA Clinical Engineering Division Contracting Officer Representative (COR) will initiate the work order to the contractor through email or weekly conference calls. 11.3 Contractor shall confirm receipt and schedule an agreed upon time to complete the work. 11.4 Contractor shall provide a qualified Biomedical Engineering Technician (BMET) to perform maintenance and repair depending upon what type of equipment requires repair/maintenance. BMET s shall provide certification to the COR as needed based on the work requested. 11.5 Upon completion of services, contractor shall provide a Field Service Report to the Clinical Engineering Division which details information regarding the cause of the equipment malfunction and corrective action taken. 12. BACKGROUND VERIFICATION. Candidates are required to be fingerprinted and have a background verification completed by the VSC Personnel Security Office, prior to commencement of work (NOTE: A temporary ID badge may be provided prior to final verification). This process is initiated by the COR upon approval of the contractor employee s experience verification outlined in this PWS. Fingerprints can be taken at the nearest VA facility to the contractor s residence and does not have to occur in VISN 20. As used in this clause VA Information system is the same as information system and means, pursuant to 38 U.S.C. 5727, a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information whether automated or manual. VA sensitive information means all VA data, on any storage media or in any form or format, which requires protection due to the risk of harm that could result from inadvertent or deliberate disclosure, alteration, or destruction of the information and includes sensitive personal information. The term includes information where improper use or disclosure could adversely affect the ability of VA to accomplish its mission, proprietary information, records about individuals requiring protection under various confidentiality provisions such as the Privacy Act and the HIPAA Privacy Rule, and information that can be withheld under the Freedom of Information Act. General. Contractor personnel assigned to work for or on behalf of VA must undergo a background investigation commensurate with the risk and sensitivity level designation associated with the work to be performed at the level indicated in the contract. The Contractor and subcontractors shall comply with VA Directive/Handbook 0710, Personnel Security and Suitability Program, which can be accessed at: https://vaww.va.gov/vapubs/index.cfm Risk and Sensitivity Levels. The following table identifies the risk and sensitivity levels that apply to any personnel providing services under this contract. *VA Administrations, organizations and staff offices will use the OPM Position Designation Tool. Positions/Tasks Designated as Non-Sensitive Positions - Tier 1/Low Risk No material Adverse Effect on National Security Duties are of such a minor or inconsequential nature and/or internal controls are so significant that there is no reasonable expectation that there could be a material adverse effect on national security. Security clearances are granted to individuals with a specific requirement for access to classified material (for example, Confidential, Secret and Top Secret). Contractor personnel that are required to obtain a security clearance will be subject to a Tier 3 or Tier 5 investigation. The following sensitivity designations have been assigned for the identified Tier 3 and Tier 5 required by this contract: NOT APPLICABLE (d) Fitness. The results from a background investigation are used to determine if an individual s fitness is sufficient for that individual to perform work for or on behalf of VA in the position identified in this contract. Contractor fitness determinations are made in accordance with 5 CFR Part 731.202. Fitness requirements for employment are separate and distinct from job qualifications. If a Contractor or subcontractor employee is found to be unsuitable or unfit to provide services under this contract, the Contractor shall immediately remove the employee from working on this contract and take those necessary steps that restrict the employee s logical access to VA data, information, VA sensitive information, or information technology or VA information systems containing such data or information. The Contractor shall advise the employee that they are not permitted to access any VA controlled building or real property in relation to this contract. The Government will not reimburse the Contractor for any costs associated with the recruitment/replacement of an employee or subcontractor employee who is found to be unfit. (e) Identification Cards. The Government will provide a Personal Identification Verification (PIV) card or other identification card, as necessary, to fit Contractor personnel who require physical access to VA facilities and/or logical access to VA data, information, VA sensitive information, or information technology or VA information systems containing such data or information. Contractor and subcontractor personnel shall prominently display their PIV/identification card on their persons while working at a VA facility and shall present their PIV/identification card for inspection upon request by a VA official. The Contractor must surrender the employee or subcontractor employee s PIV/identification card in accordance with the requirements set forth in Directive/Handbook 0735 when any of the following events occur: When no longer needed for contract performance. Upon completion of the Contractor/subcontractor employee s employment. Upon contract completion or termination. Lost/stolen. Immediately upon detection, the Contractor shall report a lost or stolen PIV/identification card to the Government authorities as identified in Directive/Handbook 0735. Within 48 hours of reporting the lost/stolen PIV/identification card, the Contractor shall submit to the Program Manager an incident report that describes the relevant facts and circumstances regarding the loss/theft. If the loss/theft was reported by the Contractor to the local police, the Contractor shall further submit a copy of the final police report to the Program Manager within 48 hours of the report being made available by the local police department. The Government will not reimburse the Contractor for any costs that result from lost/stolen PIV/identification card(s). Regular Reporting. The Contractor shall submit a status report to PIV Sponsor within 5 working days after the end of each calendar quarter and as requested by the Government in order to initiate contract closeout procedures. The report must provide the status of each contractor/subcontractor employee who is required to have a PIV/identification card during the performance of the contract. The report shall identify the Contractor and the contract number, and list the following status for each contractor/subcontractor employee who holds a PIV/identification card under this contract: Contractor/subcontractor employee name. Name of VA facility where Contractor/subcontractor employee works, if applicable. Date background check submitted for Contractor/subcontractor employee. Date PIV/identification card issued to Contractor/subcontractor employee. Contractor/subcontractor employee s PIV/identification card number, as applicable.
