36C25625Q0364 Special Notice 1 Department of Veterans Affairs Network Contracting Office (NCO) 16 Notice of Intent (NOI) to Sole Source The Department of Veterans Affairs Network Contracting Office (NCO) 16 intends to award a Sole Source single award Firm-Fixed Price type contract to NordicNeuroLab, Inc. located at 234 W Florida St, Ste 202, Milwaukee, WI 53204, for procurement of NordicMediVA MRI software, license and maintenance at the Michael E. DeBakey VA Medical Center (MEDVAMC) located at 2002 Holcombe Boulevard, Houston, TX 77030. It has been determined that through initial Market Research, only one (1) responsible source can provide the required Brand Name supplies in accordance with Federal Acquisition Regulation (FAR) 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES/PROPOSALS AND NO SOLICIATION IS AVAILABLE. Market research has determined that this item is highly specialized, only available from the original source without an unacceptable delay or duplication of cost and no other type of items will satisfy agency requirements. The Government intends to award the contract on or before 9-22-2025 to NordicNeuroLab, Inc. The intended procurement will be classified under North America Industry Classification System (NAICS) 334510, Electromedical Apparatus Manufacturing with a small business size standard of 1,200 employees. Telephone requests will not be honored. No award will be made based on quotes or offers received in response to this Notice. However, interested Parties may Identify their interest and capability to respond to this requirement no later than the date/Time indicated below. A Determination not to compete this requirement, based upon responses to this Notice, is solely within the Discretion of the Government. Information received will normally be considered solely for determining whether to conduct a Competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested Parties in responding to this Notice of intent. Only written responses will be considered. All responsible sources may Identify their interest to meet this requirement to the Contracting Officer by 3:00 p.m. Central Standard Time (CST), on September 2, 2025. Additionally, any response to this notice must show clear, compelling and convincing documentation demonstrating their capabilities to satisfy the requirements that competition will be advantageous to the government by providing the following: Business Size and Socio-Economic Status: Indicate whether your business is large or small If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business If disadvantaged, specify under which disadvantaged group and if your firm is certified under Sec on 8(a) of the Small Business Act Indicate if your firm is a certified Hub zone firm Indicate if your firm is a woman-owned or operated business Indicate if your firm is a Small Business Administration (SBA) Veterans Small Business Certification (VetCert) Certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) Include the Unique Entity Identification (UEI) number of your firm. State whether your firm is registered with the System for Award Management (SAM) at htps://sam.gov and the VetCert Registry at htps://veterans.certify.sba.gov (if applicable). If not, please NOTE: any future Solicitation could only be awarded to a contractor who is registered in SAM. To receive award based on SDVOSB or VOSB status you must be Certified in the VetCert Registry. All responses from responsible sources will be considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the SAM to be eligible for award. Authorization to Perform: Prospective, non Original Equipment Manufacturer (OEM), responses to this notice MUST provide a distributor letter from the OEM on OEM letterhead as an approved OEM authorized distributor identifying vendor is an approved distributor to provide the required OEM parts, supplies, equipment as described herein this notice. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements, and verification by an authorization letter from the OEM on OEM letterhead. The intent of this Notice is for Informational purposes only. Interested Parties are encouraged to furnish Information by email only with "36C25625Q1279 - Response to Intent to Sole Source" in the subject line for Consideration by the government to felicia.lovelady@va.gov.
