The Department of Veteran Affairs, VISN 2 Network Contracting Office intends to award a sole source Small Business set-aside contract for the VISN 2 Network. This proposed contract action is for a service in which the Government intends to award a Base Period plus four (4) Option Periods, firm fixed-price contract with only one source; Micro Technology Services, Inc., 1819 Firman, Suite 137, Richardson, TX 75081-1868 under the authority Federal Acquisition Regulation (FAR) Part 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. Places of Performance: East Orange VA Medical Center 385 Tremont Avenue East Orange, NJ 07018 Lyons VA Medical Center 151 Knollcroft Road Lyons, NJ 07939 Toms River VA Outpatient Clinic 1055 Hooper Avenue Toms River, NJ 08753 Purpose and Objectives: VA New Jersey HCS utilizes the LYNX Panic & Duress notification system and requires a service contract to ensure system stability and operation. The intent of this Special Notice is to identify potential offerors capable of providing Enterprise support and service for the LYNX Panic & Duress system for the VA New Jersey HCS. General Requirements Provide 24/7 technical support via phone, email, and remote access. Troubleshoot and resolve issues related to Lynx systems. Access to our Lynx Technical Support Team. Telephone Support, 8:00am 5:00pm CST, Monday Friday. Telephone Support, Emergency after Hours. Online Support response. 200 Text SMS Messages per month. Product Software Updates major and minor releases. Provide regular software updates to enhance functionality and security. Ensure all updates are compatible with existing systems and provide documentation of changes. Sc hedule updates during off-peak hours to minimize disruption. Provide system administrator training via MS Teams or other VA authorized software. Response: Responses to this Special Notice should be able to demonstrate the firm's ability, capability, and responsibility to deliver the service listed above. The purpose of this Special Notice announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described above. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. No funds have been authorized, appropriated, or received for this effort. Responses should include the following information: Business name, address, business size and Socioeconomic Category (HUBZone, 8(a), Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. All offerors must be registered in the System for Award Management (www.sam.gov) and Representations and Certifications must be completed prior to any future award. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to provide the full maintenance and repair service on equipment listed. Determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Important information: The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 561621 ($25 Million). Any offeror capable of providing this service shall notify the Contracting Officer by email within 10 calendar days from the date of the publication of this Special Notice. Background
The Department of Veteran Affairs, VISN 2 Network Contracting Office intends to award a sole source Small Business set-aside contract for the VISN 2 Network. This contract is aimed at ensuring the stability and operation of the LYNX Panic & Duress notification system utilized by the VA New Jersey Health Care System (HCS). The contract will be awarded to Micro Technology Services, Inc., as they are deemed the only responsible source capable of fulfilling the agency's requirements.

Work Details
The contractor will provide 24/7 technical support via phone, email, and remote access for the LYNX Panic & Duress system. Responsibilities include troubleshooting and resolving issues related to Lynx systems, providing access to the Lynx Technical Support Team, and offering telephone support from 8:00 AM to 5:00 PM CST, Monday through Friday, as well as emergency after-hours support.

The contractor will also provide online support responses and manage up to 200 text SMS messages per month. Regular product software updates (both major and minor releases) will be required to enhance functionality and security while ensuring compatibility with existing systems. Documentation of changes must be provided, and updates should be scheduled during off-peak hours to minimize disruption.

Additionally, system administrator training must be provided via MS Teams or other VA authorized software.

Period of Performance
The contract will consist of a Base Period plus four (4) Option Periods.

- East Orange VA Medical Center, 385 Tremont Avenue, East Orange, NJ 07018;
- Lyons VA Medical Center, 151 Knollcroft Road, Lyons, NJ 07939;
