Background
The Department of Veterans Affairs (VA) is seeking to procure a Physical Access Control System (PACS) upgrade and sustainment services for the Northern Indiana Healthcare System (NIHCS) and assigned VA Clinics. The goal of this contract is to ensure the effective maintenance and software support of the existing LENELS2 PACS, which is critical for maintaining security and operational integrity within the healthcare facilities.

Work Details
The contractor shall provide preventative maintenance and software sustainment services for the LENELS2 Physical Access Control System. This includes:

1. Providing an onsite technician during business hours (8 AM to 5 PM, Monday through Friday) for system inspections and operability checks to ensure 100% system operability and stability.

2. Performing software updates, labor, and travel as necessary.

3. Ensuring compatibility of existing hardware with installed software according to VA and manufacturer requirements.

4. Providing current software sustainment throughout the contract duration.

The contract excludes physical maintenance of the VA’s virtual server, maintenance of Cisco POE+ switches, and new installations by third-party contractors after warranty periods have expired. The contractor must comply with HSPD-12, UL2050, FICAM, FIPS 201 standards and must have certified personnel including LENELS2 Certified Resellers and technicians with specific certifications in physical security systems.

Period of Performance
One year from the date of award with two optional one-year extensions.

Place of Performance
Services will be performed at the VA Northern Indiana Healthcare System locations including Marion and Fort Wayne, with potential for additional locations as needed.
