Background
The Department of Veterans Affairs (VA) is seeking to upgrade the access control system at Building 350 of the Dayton VA Medical Center (DVAMC), which serves as a hospice facility. The existing security systems, Honeywell and C-Cure, are failing, leading to issues with employee badge access that could compromise patient safety.

The goal of this contract is to replace these outdated systems with an Avigilon Physical Access Control System (PACS) to enhance security for both patients and staff.

Work Details
The contractor will be responsible for the following tasks:
1. **Demolition and Removal**: Remove two existing Honeywell enclosures and two Altronix power supply enclosures from Room 138A, and one existing C-Cure enclosure from the same room.
2. **Installation**: Install three new Avigilon PACS enclosures and controllers in Room 138A, and one new network switch in Room 138B to connect to the DVAMC Police Department Security Network via Building 410.
3. **Configuration and Programming**: Configure all 16 doors in Avigilon ACM, program access groups specific to Building 350, and create a user profile template for DVAMC PD.
4. **Coordination**: Work with DVAMC PD for approval of access group structures and provide training on the updated ACM system if requested.
5. **Maintenance and Support**: Provide maintenance during installation and for one year following the commissioning of the Avigilon security system, including programming, testing, licensing, and support.

The work is expected to be completed within 90 days of contract award.

Bidder Requirements
Bidders must be Service Disabled Veteran Owned Small Business Set-Aside (SDVOSBC). Additionally, contractors must be certified Avigilon installers and programmers. Personnel must have VA access badges or be escorted by VA personnel at all times.
